Castle Dale City will draw up the suggestions and place them on a ballot for the residents of these areas to vote for their favorite solution and allow them to prioritize the solutions in what they think is the order of importance. In other city business the garbage collection contract was awarded to City Sanitation. The rate is $3.50 per month residential and $3 for an additional can. The rate will go up 10 cents a year after the first year. A public hearing was held to discuss the reopening of the 2004 budget to include the monies from the CIB grant which was used for the purchase of a new backhoe and the purchase of the playground equipment at the rodeo grounds. The budget reopeningwas approved and the money added to the 2004 budget. A public hearing was also held on the establishment of a historical preservation commission for Castle Dale City. The ordinance was approved. This action vv as taken to aid in applying for a grant. n The council expressed to councilman Joel Dorseh for the pumpkin party held at the recreation center in October. Plans are underway for the Castle Dale Christmas party vv hich vv ill be held on Dec. 1 6 at G p.m. at the recreation center. Dorseh said there will be activities inside and out which will include a chili dinner, Santa and surprises. The city office will prepare a flyer to send to all city residents. Gav lee Jeffs gave an update on the activities of the youth city council. They are planning a youth ice blocking party on Dec. 4 at the Ferron church hill. This will also include a chili and roll lunch and donuts. Also on April 10, 2003 will be the youth leadership conference. On Nov. 20 the youth city council will decorate the park in Castle Dale and they will also be helping with the town Christmas party on Dec. 16. The youth city council for Castle Dale now includes 25 members and Ashlin White recently recruited 10 new members. The council approv ed the action. The council entered into a discussion concerning the building permit situation that is facing not only Cleveland Town, but the entire county. Mayor Horroeks explained that the commissioners hav e suggested the adoption of the 1997 state codes. This vv ould raise the cost of building permits in Emery County. Copies of the codes were distributed and the council members will study them and a vote will be taken at the Dec. 6 council meet1 ing. Community development block grants were then decided on. The council discussed projects that are of concern. For the short term list, the council decided on the fire station replacement; acquisition ofland adjoining the town hall for the fire station; and the acquisition of vv ater shares. The mid term list will consist of the skate park and a lawn mower for the cemetery. The council was instructed to consider any other projects which can be added to the list at the next meeting. Mayor Horroeks read a letter from the Utah Department of Transportation concerning Christmas decorations. The letter stated that decorations may sev-er- al recently received fire the by department. They have purchased wildland firefighting equipment and the computer that was purchased is installed, up and running. He also stated that the fire department had notification that they were successful in obtaining a FEMA grant for the purchase of new radios for the firefighters. The department will also obtain a compressed foam suppression unit. "Most of the snuffer units in the county are mounted on older, used trucks. At the district meeting, they approved to replace the older trucks. They will replace three in 2003 and three in 2006, Oliver said. The fire department is hosting a spaghetti dinner fund raising event on Dec. 9 at town hall. They are also having a raffle to raise funds for Gerald Schade for medical expenses. Schade has been a beef, a rifle and many other smaller items, will be held on Jan. 19, 2005. There is also an account set up an Zions Bank to accept donations in Sehades name. From Jan. 27 through April 30, 2005, special trainings will be held for the firefighters in Emery County This training will be training and will possibly th be held in Cleveland. Councilman Oliver will know more of the details soon and will inform the council. He added that the fire department is always recruitingnevv firefighters and they meet twice a month as a fire department. Jamie Jensen stated that the town will host its annual Christmas party on Christmas Eve as is the tradition in Cleveland. They will also be doing an Angel Tree again this year.- Cleveland Town is one of 23 communities in the state that have been awarded forestry grants that will be used to plant trees, or establish or develop community forestry programs. They will receive $627 dollars and this is a matching grant.
