Show 2A Emery County Progress Castle Dale, Utah Tuesday April 1,2003 Commission discusses BLM CIB Priority List Continued from PAGE By PATSY STODDARD Editor The Emery County Commissioners met in their regularly scheduled commission meeting on March 18 at !) a.m. Those present were Commissioners Ira Hatch, Drew Sitterud and Cary Kofford. County Attorney Dave Blackwell was also present. The opening prayer was given by Rex Funk and the pledge of allegiance was led by Bruce Funk. 'The first item on the agenda was the presentation of Emery Countys priority list for the community impact board. Darrel Eeamaster explained that this list is submitted by all entities involved each year. There is a short term and a medium term list. This list must be submitted to the CIB board by April 1. The list was approved by the commission and it was determined that Eeamaster would submit the list to the CIB. Each item on the list is assigned a priority of A, B or C by the entity and the county. It was also pointed out that the Emery County Recreation District was applying for funds for a recreation project in each of the cities of the county. Each city has identified a need and it was combined into one grant instead of a grant for each city. The problem Emery Town has had w ith their drainage system and flooding problems has made their request for funds with drainage a top priority. There is not a priority attached to the medium term list. All projects funded must be on the short term list except for emergency situations. The next item on the agenda was .Jay Mark Humphrey w ith a request to install a seven meter radio tower on county property by the water tank just outside the dump on Desbee Dove road. Humphrey explained that they have received a grant for the department of commerce for use on an information system. One of the sites is the Huntington North state park. Humphrey explained that they need a repeater station because the distance from the Horn Mountain communications tower and the park was too great. le also ex1 plained that they would only disturb a four square foot area against the fence and it wouldn't interfere with the water tank. The site will also be self contained and use solar panels for electricity. The commission granted the request w ith the stipulation that they work with Eeamaster on the location of the repeater. Humphrey explained that the system will give real time information at the state park and weather information. Also maps and information about trail heads, historical sites, ATV information and other useful information for tourists visiting the area will be a ailable. Commissioner Hatch mentioned a project the travel bureau has been workingon concerning a low wattage radio channel with local information being broadcast and he wondered if Humphrey and his project could tie in somehow Humphrey said he thought it would be possible and he would look into it further. The next item on the agenda was the citizens concerns. One citizen Bert Oman came before1 the commission, he spoke for the Emery County Historical Society and oiced his concern about the loss of access to historical sites in tin1 county Hewascon-cerneabout road closures and the neeessit to now walk two d 2003 Mercy Award Winner Announced 1 A. agreement is part of an ongoing process to hringthe community together to help protect and take care of the special resources on these public lands." Sheriff Emery County Lamar Guymon signs the agreement while Don Lum, Commissioner BLM ranger, Gary Kofford and Patrick Gubbins, Price Field Office Manager look on. The agreement is the first of its kind between longer includes the old courthouse. The contract is due for bid in 2005 and all the other provisions ol the contract still apply The commission voted to approve the amended contract. The next item on the agenda w as the discussion of the road depart meat and the updatingof some ol their equipment. Road Department Supervisor, Rex Funk spoke to the commission about their cllorts to find a good used machine that was within their budget A DSE dozer has been added to the department. They have also been able to trade lor a dolly system in return for the old carcass of a DSK.'Ihey will need to pay only S2.(H)l) lor the freight out. They also discussed the purchase of s and tin need fora trailer to transport them. The next item discussed was the painting of the Bolt Fane bridge. Funk explained that bridges are inspected every two years by the state and this bridge1 is experiencing significant rust ing and the bid has been let out for the sand blastingand painting ol the bridge. Accord-ingtthe engineers there is still a 10 year lile expectancy left on the deck of the bridge. It was determined that they would go ahead with the biddingproeess and complete the needed work to the bridge The next item was the discussion ol the BEM miles to view Swaseys Leap Oman was also concerned about the loss of historical cabins on BEM and forest ground which have been burned He believes we need to look more at preserv- ing these sites. This agreement is subjective to periods of rev ievv by the BEM to make sure it stays within the 33 feet The agreement with the BEM was that the county would install rock barriers on the old road, but was not required to do any other reclamation. It was also determined that the county begin action to add the discarded portion of road to their list of roads for abandonment. Commissioner Sitterud pointed out that a rainstorm caused damage to that section of road causing it to run seven feet deeper for a four mile stretch. The next item for discussion was the relocation of a power pole on the South Moore Road. Funk said they are moving ahead on the Moore road project and it may be ready for bid in May or dune. The commission passed a motion to request that feet y right-of-wa- right-of-wa- y. Utah Power move the pole from the road The next item for discussion was Marlin Eldred, economic development director with a request to fill opening's on the economic development council. Eldred recommended the names of Mark Stilson and Sue MeXee, representative from Emery Teleom and Mike MeCandless as member. The apan pointments were approved and right-of-wa- y. Eldred mentioned they still have three vacancies to fill and would begin to work on that. The next item of discussion was the appointment of Dong' Richards to the Emery County Travel Bureau. The next item which was the consideration and approval of appointment to the Emery Water Conserv ancy Distinct w as tallied until thev are ready to proceed with this appointment. The next item discussed was the agreement w ith the state and the BLM for Finery County to receive the funds from noncountv sources lor the payment to Keith Allred with Dynamic Feedback. The next item discussed was the agreement w ith the BEM for a fulltime officer for the San Rafael area. The contract is for a period of five years which is subject to rev ievv at the end of each year. The position will pay an hourly rate and ov ertime as needed. The Emery County Sheriff's Office vv ill till the position from w ithin the office and hire to fill the vacancy. The BEM vv ill pay the salary of the officer and the sheriff's office will pro-- v ide the v chicle. Commissioner v Kofford made a motion to e the contract and v iewed it as a step forward. It was noted that the position filled with the grant money may not he renew ed at the end of the fiv e y ears and whoever is hired to fill the vacancy in the office be made aware of that stipulation. The next item vv as the setting of the May tax sale for May 22 at 10 a.m. Property subject to this salt' hav e taxes outstanding for a period ol fiv e y ears It vv as noted that Steve Barton, county treasurer is doing everything possible to allev iate the need for ap-pro- this sale by contacting delinquent tax payers and try ing to work with them on a payment schedule. At the current time there are 10 properties which would be subject to sale if the taxes aren't brought current. v The next item was the ai of the cheek edit list, requisitions. dispositions and add ons. The commissioners requested that department heads begin gathering surplus items for an auction. The next item was the approv al of the minutes from the prev ions meetingvvith minor changes. The next item w as tiie commissioner reports. Commissioner Kofford reported that the courts building was basically completed and the justice court and distinct court w ill be mov ing in the week 4. The courts of March will be held that w eek at the new facility. He also mentioned that they are obtaining bids for window coverings at the building'. Commissioner Hatch reported that they had a good meetingvvith the travel council and that ( ireen Riv er city council asked for the numbers on the transient room tax, hut they aren't available at the present time. He also mentioned that Norma Dean llawkinson is now on the board and also the execu-tiv- e secretary and they might need to look at proper compensation for those positions in the' near future. He also mentioned that 23 people took the four hour deiensive driving course and a course was also to be held ill Creen River. Commissioner Sitterud reported that they had met on the ground w ith the BEM al McKay (Maeky ) Flat al the head of Little Wild lorse, behind the reef and had given input to the BEM there and made recommendations.
