(Combined Accident Reduction Effort), is joining their law enforcement colleagues in all 50 states in the next wave of the Operation ABC Mobilization: America Buckles Up Children by declaring zero tolerance for -- drivers with unbuckled kids in the car. Beginning May 24, 1999, and continuing throughout the week leading up to Memorial Day, drivers who dont buckle up children will be stopped and enforcement action will be taken. Its time for zero tolerance because despite laws requiring children to ride buckled up in Utah and in every other state, six out of ten children killed in crashes are unbuckled, said Lt. Colonel James E. Utley, Assistant Superintendent of the Utah Highway Patrol. Tragically 22 children under the age of 10 died and 1,794 were injured in motor vehicle crashes in Utah during 1997. Many of these deaths and injuries could have been prevented if the driver had just seen to it that the child was properly buckled up. More than 2,000 children die in traffic crashes nationwide each year, making it the leading cause of death for children. Another 300,000 children are injured in crashes. Lt. Colonel Utley says he fre- quently asks people, Is there anythingyou wouldnt do to save the life of your child? Every child in the nation should be protected by being properly restrained. Thats why we are calling for zero tolerance for drivers with unbuckled kids. Despite these grim statistics, progress is being made in large part because of high visibility enforcement efforts like the Operation ABC Mobilization. The National Highway Traffic Safety Administration reports that the Mobilizations in 1998 played a key role in prompting more than 19 million more Americans to buckle up - the largest, single-yea- r increase in safety belt use in eight years. The government estimates that if these Americans continue to wear their safety belts, 1,500 lives will be saved this Heritage grants available The Utah State Historical Society (USHS) will give out thousands of "dollars for Project and Heritage Grants that are to begin July 1.
