Show f Births s The 90th birthday of James Wilford Larsen was celebrated by all members of his family at the Oak Crest Inn in Spanish Fork on Oct. 16, 1982. Wilford was born in Cleveland Oct. 21, 1982 to Lars Peter Larsen and Sophia Larsen. He is married to Lillian Greaves Larsen and they have three sons Max, Gordon and Jim. Except for 15 years in California, Wilford has spent the rest of his 90 years in Cleveland serving its people. When he and his wife Lillian moved home from California 21 years ago, they decided to make the then weedy, rock-strew- place of beauty. A place he has worked each year until this one. He finally decided 90 years of age was a good age to retire. Along with his cemetery work he and Lillian have a show place yard to be proud of and at Christmas time they adorn their shrubs, trees and house with hundreds of twinkling lights for all to enjoy. Friends may visit him at home on Sunday Oct. 24 from 8 p.m. to wish him many more years of good health and happiness. No gifts please. 2-- Emery, are the proud parents of their first child, a girl, born Oct. 18, 1982 at the Castleview Hospital in Price. Many long years of work and love have gone into the making of a Safety change helps mining relationships Recent changes in the Mine Safety and Health Administrations (MSHAs) citation, conference and civil penalty procedures are helping to promote close, more effective working relationships among mine management and labor and the federal government, Assistant Secretary of Labor for Mine Safety and Health Ford B. Ford said today. Ford made the remarks in an address to the safety and health session of the American Mining Congress International Mining Show at Las Vegas, Nev. Above all, were serious about promoting teamwork among management, labor and government to solve problems affecting safety and health, without imposing needless burdens, teamwork at each mine, and teamwork at the local, regional and national level, he said. Changes in the civil penalty rules allow the inspector to amount of negligence and to present these determinations at the end of the inspection. Ford noted that some 15,000 closeouts had been held since these rules went into effect, and less than 10 percent have failed to resolve the issues and resulted in a request for a higher - level conference with MSHAs supervisory field of- ficials. About 1,000 meetings of this latter type, called health and safety conferences have been held, Ford said, and mine operators and With Trade With Trade Q9 List $629.95 Automatic Fine Tuning -- UHFVHF82 Tuning Automatic Fine Tuning Walnut Cabinet $15.63 Per Month $20.56 Per Month MODEL H1227 25 Inch Table Model Auto Color $26.83 Per Month With Trade MODEL H2501 List $998.95 List $1199.99 Twin -- VIR Speakers Comb Filter Auto Brightness Auto Color AFT Auto Fine Tune model gssi $35.98 Per Month $44.74 Per Month MODEL G552R Trade With With Trade MODEL HX4000 MODEL HI 945 Trade With With Trade With Trade resolve any possible disagreement concerning determine the violations seriousness, gravity and Pays Trade In Your Old TV for up to $300 off on some&ihing better a No Down $44.74 Per Month List $1399.95 List $1198.00 -- VIR System Digital Tuner Dolby Cassette -Di- rect-Drive Turntable -40-- -3-W- Watt ay Cable Ready Available in 5 Cabinet Finishes $89.52 Per Month Speakers 10-In- ch Cable Ready -- VIR Boosted Audio $49.22 Per Month MODEL G526R MODEL G528R With Trade With Trade miners representatives have generally expressed satisfaction with the results. Ford also pointed to an additional benefit of the recent changes. Our field managers report that the current conference procedures are also having a healthy effect on the way our inspectors are doing their jobs, he said. Because citations are subject to review at a higher level, the inspectors are attempting to be as correct and complete as possible. And, if inspectors apply the regulations inconsistently, supervisors can learn of the problem through health and safety conferences and can correct any errors and guide the inspectors on how the regulations should be applied. Ford said that the agency has also received positive responses from the mining community on the recent changes in the civil penalty systems which provide for fixed minimum penaltes for non - serious violations and for reductions in proposed fines for prompt correction of the hazard. He also pointed to MSHAs recent efforts in the areas of training, consultative activity, and regulatory reform as evidence in the agencys greater responsiveness to the safety and health needs of the mining community.
