The boundaries of the special service district, including the territory to be so annexed, are set forth on toe map printed below : Pursuant to toe provisions of toe Utah Special Service District Act (Chapter 23 of Title 11, Utah Code Annotated, 1953, as amended) and of Article XIV, Section 8 of the Utah Constitution, the Castle Valley Special Service District may annually levy taxes upon all taxable property within its boundaries and may impose fees and charges to pay for all or a part of toe water, sewerage, drainage, and transportation (roads) services to be provided by said district. The Utah Special Service District Act rovides, however, that no tax may be levied and no mds of said district which are payable in whole or in part from taxes to be levied on toe taxable property in said district shall be issued unless authorized by a majority of toe qualified electors of said district voting at an election held for that purpose, as provided in toe Utah Special Service District Act. All interested parties may appear before toe Board of County Commissioners at the Fausett Mortuary Building in Castle Dale, Utah, at 8:00 oclock a.m. on December 3, 1980, and be heard, either in support of or in opposition to the proposed annexation of such territory to toe Castle Valley Special Service District and toe furnishing of water, sewerage, drainage and transportation (roads) services within the territory so annexed, and may on or before said date protest against toe proposed annexation of such territory to the Castle valley Special Service District and the furnishing of water, sewerage, drainage and transportation (roads) services within toe territory so annexed, in writing filed with toe County Clerk of Emery County. Any protest may be withdrawn by toe protestant at any time before toe Board of County Commissioners orders or abandons the proposed annexation to said special service district. At toe place and on the date and time above specified, toe Board of County Commissioners will give full consideration to all protests which shall nave been filed and will hear and consider aU interested persons desiring to be heard. The board may continue toe hearing from time to time. After toe conclusion of toe hearing, toe Board of County Commissioners shall adopt a resolution either ordering toe annexation of said territory to the Castle Valley Special Service District or determining that I such annexation should be abandoned. Any person who shall, at or any time prior to the date and time above specified for the hearing, file a written protest with the County Clerk against the 1 annexation and whose property has been within toe boundaries of the territory to be annexed to said district notwithstanding such protest may, within thirty (30) days after the adoption of the resolution ordering such annexation, apply to the District Court of toe Seventh Judicial District in and for Emery County.
