Moss, today introduced his own amendments to the Clean Air Act, saying the amendments prepared by the Senate Public Works h, Committee leave serious questions about their nondeterioration language and the of validity non- deterioration measurability unanswered. Moss said he is proposing that national existing standards for ambient air quality remain in effect until a report on the economic and energy effects of the proposed policy is of completed. He said the report would be prepared within one year after the date of enactment of the bill and that no action to toughen existing air quality laws could be taken until the report has been prepared and until Congress has been able to consider its findings adequately.
