Show Tax Aid Urged By Industry in Pollution Fight The spirit of thanksgiving encompasses many principles and ideals which deserve daily as well as annual tribute. Certainly, Thanksgiving Day is a meaningful and cherished holiday, and it is right that we have set aside a special occasion to count our blessings and good fortune. In so doing, let us be continually grateful that we live in a land where people can still laugh, dream, hope, &nd speak their minds and worship as they please. Our Founding Fathers had great vision. They saw for the future of our country a promise of hope, right, justice, freedom, and equality for men and women who braved the dangers to enjoy these blessings from God. And all but the most cynical would have to admit that our Nation has made extraordinary progress in striving for these goals. No other country has ever done more to promote the spiritual and material needs of its citizens. . - A noted American author and editor once stated, There never was a land that better deserved the love of her people than America, for there never was a mother-countrkinder to her children. She has given to them all that she could give. . . . Millions upon millions of men have lived here with more comfort, with less fear, than any such numbers elsewhere in any age have lived. Countless multitudes, whose forefathers from the beginning of human life on earth y Equitable tax treatment of industrial pollution control facilities by all levels of government has been urged by a special task force of the National Association of Manufacturers. State and local tax laws, according to the task force chairman, William J. Harnisch, Legislative Counsel, Youngstown Sheet and Tube Company, frequently penalize the environmental protection efforts of industry and thus have the effect of a "disincentive. U. S. Red Tape Federal measures to provide meaningful incentives to install pollution control equipment have been crippled by complicated and regulations and restrictions, he said. In a letter to Dan Throop Smith, chairman of the task force on the impact of tax policy on the environment of the Council on Environmental Quality, Mr. Harnisch made a number of recommendations regarding tax policy at each level of government. Model Act Needed Mr. Harnisch said NAMs studies indicated it would be desirable to have a model state act on tax treatment of pollution control facilities. Thirty-seve- n states now have at least one law on the subject, and there are many variations in the tax relief allowed. In some instances it takes the form of exemptions from real estate and personal property taxation ; in others, exemption from sales and use taxes; in still others, an accelerated write-of- f over a period from one to five years for state income tax andor franchise tax have spent weary lives in unrewarded toil, in anxiety, in helplessness, in ignorance, have risen here, in the course of even a single generation, to the full and secure enjoyment of the fruits of their labor, to confident hope, to intelligent possession of their own faculties. Is not the land to be dearly loved in which this is possible, in which this has been achieved? Truly, this American was imbued with the spirit of Thanksgiving. Our Nation does possess a heritage which is unique in the history of man. But today this heritage with its religious ideals and moral principles means practically nothing to many Americans. They do hot seem to recognize nor To appreciate the rewards of them, duty, individual responsibility, enterprise, and obedience of the law are tenets of oppression. They demand and expect the good life, but without personal sacrifice or effort. The true meaning of Thanksgiving, as experienced in the humble and devout tribute by the early settlers, is lost on them. Let us earnestly join in the observance of Thanksgiving. But let the spirit of Thanksgiving not be a scheduled sentiment which we turn on once a year.
