Bennett, joined in sponsoring an amendment to permit school districts to carry over unexpended Federal funds into the succeeding fiscal year. Sen. Bennett said, Under the present law, the school districts must spend the Federal funds by June 30 or the remaining portion from the fiscal year appropriation will revert to the Treasury. Thus, many poorly and hastily conceived programs are established by the districts sto they wont lose tMs money. The Utah Republican pointed out that in order to operate effectively and to disperse funds efficiently, the school districts must begin formulating their education plans and budgets a year before they go into effect. Under the present appropriations pro-ce- ss in Congress, such advance planning is virtually impossible, he said. Sen. Bennett added, Schools have not been able to provUte specific plans for the use of Federal funds because they have no way of knowing a year prior to the appropriations of the funds, exactly bow much they will receive. Also when the money does become available, it does so midway through the school year making it exceedingly difficult to Integrate these funds into existing programs and plans. For maximum effectiveness teachers, counselors and administrators must be Mred and new curricula initiated at the beginning of the school year, not in the middle of the year.
