If declared an area of substantial labor surplus, the region would qualify for preferential treatment when business firms from the area are bidding against firms from other parts of the country for defense contracts. Under Defense Manpower Policy No. 4, only a portion of certain types of defense contracts may be awarded to the lowest bidder, and the. rest is offered to a company in an area of unemployment, provided the company is willing to meet the low bidders price. Under the Buy American Act, American firms in general are given a 6 per cent bidding advantage over foreign firms, but firms from areas of substantial labor surplus are given a 12 per cent bidding advantage over bids from foreign companies. Under the Distressed Areas Bill, areas which qualify may be able to obtain Federal subsidy for financing of new factories in the area, and can qualify for certain community facility loans. Another Federal pro gram which would assist the area if it is declared an area of substantial labor surplus is a policy of the Small Business Administration which makes loans in such areas for 4 per cent instead of the 5'2 per cent charged to firms elsewhere. One other area in Utah the Provo area is now designated as an area of substantial labor surplus, having been declared eligible for assistance as a result of a survey made last December at the request of Senator Thursday asked the Department of Labor to make a special survey of unemployment in the Price, Utah labor market area to determine whether or not the area can qualify for assistance under programs for aid to areas of high unemployment. The programs include the Military Procurement program, the Buy American Act, the Small Business Act, and the Distressed Areas program. The Price labor market area includes Carbon and Emery counties. In order to qualify for aid under the Distressed Areas Bill, the area would have to double the national average of unemployment for one of the past two years, or be 75 per cent more than the national Mrs. LaMon Christensen average for two of the past three years, or be 50 per cent more for three of the past four years.
