According to reclamation officials, it is of no value to place a large unit like the Joes Valley Dam into operation, without a local committee or organization ready to take over its operation, with plans that have been well correlated and layed out to provide the most possible returns from the taxpayers dollar. iSuch a committee must be organized and must show some positive plans toward wise use of the proposed facilities before (work will start on Emery countys portion of the Upper Colorado River project. To our knowledge, nothing has been done along this line except talk; and talk will not build the Joes Valley Dam. It is our understanding that the people of Emery county have been planning and dreaming of a reclamation project in Joes Valley for at least the last fifty years, with no visible result. Perhaps this is the reason for a complacent attitude. A majority of the people feel that since it has gone on for about a half a century notw, there is nothing to get steamed up about, because it may go another fifty years. Their facts may be somewhat accurate, but their reasonis ing way off base. With this attitude the end result will probably be another fifty year wail, as some onlookers predict. It need not be, however, if we are informed as to our responsibilities and united toward the common goal of an early completion of the project. A reclamation official touring the county during the past summer made the statement that the dam could and w'ould be built within the next two years, provided the people of the county show that they are ready and capable of taking over the reins of such a project If we ever hope to see this development complete, we have some work to be done. Never again will the opportunities present themselves more favorably than at the present time, and procrastination will only lessen our chances for an early construction date.
