The action of the Board of County Commissioners in granting, denying, revoking or suspending any such license or licenses shall not be subject to any review whatsoever except for fraud or corruption or the capricious and arbitrary refusal to exercise discretion in granting, denying, revoking or suspending licenses. SECTION 6. Auy person, firm or corporation who shall violate any of the provisions of this ordinance or whose license issued by the Board of County Commissioners of lEmery County, Utah or the Utah Liquor Control Commission has been revoked, suspended or cancelled shall be guilty of a misdemeanor and upon conviction shall be punched toy a fine not exceeding $299 or by imprisonment in the county jail for a term not exceeding six months or by both such fine and imprisonment. SECTION 7. In the opinion of the Board of County Comm issioners of Emery County, Utah it is necessary to the best health and safety of the inhab itants of Emery County, Utah that this ordinance become effective immediately upon publication. This Ordinance shall take effect upon its passage, approval and first publication.
