September 1, 16 second feet. October 1, 12 second feet. All other creeks where there are no reservoirs can be figured in proportion to the above survey. The Cottonwood decree calls for approximately 200 second feet; The Ferron creek needs are placed at 220 second feet; Huntington creek calls for 300 second feet; and the Muddy creek, while figures are not available for the total needs, can be placed on a comparative basis. Thus, we see that, except for a short period during the months of May and June,-whave a totally inadequate supply of ir e rigation water at our disposal. Another interesting compari son is made between the years of 1917 and 1923 and those of the past three years, in relation to the total yields of the various streams of the county; On Cottonwood creek, during the years of 1917 and 1923, the average annual flow was 95,000 acre feet. During the period of 1938 to 1940, the average was 65.000 acre feet. On Ferron creek, during the same periods, the average flow was 59,200 acre feet and 33,600 acre feet. On Huntington creek, during the same periods, the average annual flow was approximately 78.000 acre feet and 62,000 acre feet. The only available records on the Muddy creek are for the years of 1911 to 1913. During this period the average flow was acre feet. During this same period the Ferron creek was 52.000 acre feet, Cottonwood creek 83,000 acre feet, and the Huntington creek 74,000. ,The above comparisons reveals a drop of about in the annual yields of water from all our water sheds in a period of about 25 years. If this trend continues, we will be faced with a very serious water shortage. Therefore, this committee urges that the following recommendations be given serious consideration by the people of this county: 1. Watersheds. a. That all streams, especially where future storage is contemplated, should be measured so that reliable records may be available. 2. That a detailed study be made of the watersheds to obtain information on possible storage places, erosion, overgrazing, and wild life. c. Irrigation of level lands of the watersheds where practicable during the season and high-watperiods for the purpose of storing water underground to feed the springs and creating new springs. 37,-5- 22 1- -3 non-irrigati- on er d. Terracing of parts of the watersheds to retard- run-owater and to smooth out the peak flows. 2. Reservoirs. a. - ff That reservoir data be made order to prevent undue losses in times of low supply. c. Control systems to be modernized as rapidly as possible. d. That water allocated to land be reallocated so that the irrigator can- have the privilege of using the water where he desires. 4. Land preparation. a. More care used in preparation of the land for irrigation and some organization set up to furnish equipment for land leveling. 5. System of application. a. Should be adapted to both grade and texture the and the length of runs to be given careful consideration. 6. Education. a.
