Emotions ran high and tempers flared at a meeting of the Grand County Recreation Special Service District last Thursday night, July 25. Members of the task force working to cover the Moab City swimming pool were in attendance and on the agenda as citizens to be heard. When Local resident Pat Wucherer asked that Dalton be recused from voting on pool issues because of his unethical actions and predetermined point of view." Two weekends ago, Dalton apparently approached the group as they were gathering surveys at City Market and, according to staff writer Recreation District Chairman Rodney Dalton entered the room and the proximate saw ap- 12 women waiting to speak he said, Youre not on the agenda so you might as well leave." Ato ccording Jolene Welch, task force member, this is the third meeting at which Dalton has tried to block the group from expressing views on the recreation district's possible contribution to the city's swimming pool in the form of a cover. They arent on the agenda; they cant talk," Dalton declared. Recreation District Member Jim Salmon challenged Daltons authority to block the group from speaking. Anybody can put anything on the agenda," said Salmon. If I dont want it on the agenda, it wont be there," snapped Dalton. Once it became clear that Dalton was not going to be successful in blocking task force members from speaking, he allocated 10 minutes for their presentation. Chairperson of the swimming pool committee Reva Webber reported the results of a survey the group conducted in the area. The survey revealed that the communitys number one priority in terms of recreation was a swimming pool. The year-roun- d Fishing Report for Southeastern DAILY BAG LIMITS DOUBLED. I would like to propose a resolution to change our capital projects fund so we can spend it anywhere, said Mayberry. We dont need a resolution," said Salmon. We are already mandated to spend money on recreation anywhere in the county. For now, the RSSD decision to fund the cover for the city pool is unresolved. What has been resolved is the leadership of the Recreation Special Service District. On Friday, July 26, Rodney Dalton resigned from the recreation district stating, I no longer feel I can be an asset. $100,000 to $167,000. The pool cover is estimated to cost $108,000. Diana Carroll pointed out that the RSSD can only spend capital funds on the arena, not on any other projects. We cant spend money on something we dont own. Salmon read the districts mandate from when it was established in 1988 and shared the mission statement of the board which reads in part: The mission of the Grand County Recreation Special Service District is to provide comprehensive recreational opportunities to the residents of Grand County, including, but not limited to, parks, facilities and programs for all citizens.... A motion was made and seconded to move into recess to talk with the task force members, but Dalton refused to recognize the motion. Special Service Recreation District j The task force committee survey for a swimming pool has been completed and response indicates people are openly enthusiastic at the possibility of a swimming facility, organizers say. This will enable the committee to complete the application and related materials for funding requested by the Board of the Grand County Recreation Special Service District 1 due Aug. 1. The committee was greatly encouraged by the positive results of the survey. There are 3,434 households in Grand County, and 916 surveys were completed, therefore 27 of Grand County households filled out the survey. Of the 916 households, 49 in the city of Moab, and 37 that live in Grand County outside of Moab currently use the pool. If a covered pool were available, 55.5 in the city of Moab and 38 outside of Moab stated they would use the pool. The committee thanks all w ho completed the survey, and also thanks Boomers and City Market for providing venues for providing the survey to the public.
