Show She Page B5 Smies-3ubrpenr- Thursday, January 18, 2001 nt Utah Foster Care Foundation wins innovations award The Council of State Governments Innovations Awards Program was established in 19S6 to bring greater visibility to exemplary state programs and policies and to facilitate the transfer of those successful experiences to other states. The program is unique as the only national comprehensive awards program that focuses exclusively o.. state programs and policies and that selects winners based solely on evaluations by state government leaders. Each year the program receives approximately 200 applications. After CSG policy experts conduct an initial review, regional panels of state officials select the eight winners nationally. The eight w inning programs are then honored at a prestigious Legislation w as passed in February of 1998 establishing a child welfare foundation. Businessman Richard Shipley spear- inheaded the private-sector- s volvement. The Utah Foster Care Foundation w as officially launched on Sept. 1, 1999. Leavitt envisioned letting state government do w hat it does best and privatizing w hat others do best to solve the problem. By privatizing outreach efforts, the tax-exem- nonprofit foundation could work side by side with church and business leaders to expand recruitment of foster parents. In this way, the foundation gained access to communities hum w hich the government is normally restricted due to limited resources and the constitutional separation of church and state. The state had resources to do casework, but not enough resources to focus on recruitment. Because it is a private foundation, it can provide training directly to the church congregations. The concept is very applicable to other states. A Cluster Program is just being piloted in the Salt Lake Region currently. The Clusters are groups of foster families and volunteers who meet together regularly to lend support to one another and to receive ongoing training needed for maintaining a foster care license. Through being recognized as an Innovations Award winner, the Utah Foster Care Foundation is able to share with other states its philosophy of success and ideas that are aimed at ime proving the system nation wide. The program is successful. In less than a year the number of foster families has risen from 944 to 1201 statewide.
