Cecil Alter, United States weather bureau meteorologist said in a discussion before delegates and visitors to the Utah State Agricultural College extension service conference and philosophy school held last week in Logan. Not only is this state remote from the Pacific coast, but mountains along the west coast intercept and take a heavy toll from the moisture-hearin- g winds which sweep in from the ocean. Ocean surfaces, however, do not supply a majority of the moisture which falls in the form of rain on inland areas, Mr. Alter explained. His figures disclosed that a major part of all current rain water has been evaporated from land surfaces. There is too close a correlation between rain and original soil fertility, the country over, to be disregarded, Mr. Alter pointed out. The theory that rains regularly Increase soil fertility is probably not altogether true, however, Mr. Alter said, in discussing a suggestion that the rains, bearing nitrogen and pollen, may have the effect of fertilizer upon the Boils. The whims of Utahs weather are unpredictable, Mr. Alter claims. Utah is dependent on a average annual rainfall, but our weather isn't always dependable! he asserted. The average precipitation has climbed as high as IS inches and dropped as low as 8 inches per year. About 54 million acre feet of moisture a year falls in Utah. Of that amount the Colorado river takes about two million feet and irrigators use another two million. De Bacil will appear in Kingsbury Hall February 12 under the auspices of the Universiry of Utah Extension Division. This dance groupe, coming with the lavish praise of the critics, has appeared in Salt Lake twice before, but only before members of the Civic Music Association. Canadians exhibit a great interest in the New Deal, Miss Macphail said, and are very pleased with the trade agreements of 1936. Miss Macphail, the only woman ever elected to Canadas Par lament, has been reelected five times. She regards the visits between officials of the two countries as symbolic of the good will between the two peoples, fostered by tourise trade, common origin and language, exchange of citizens, American movies and magazines (bad ones included), and the economic bonds of investment and commerce. Both counties, she said, have the North American point of view in international politics; that is, determination to shun entanglements in European wars.
