Show T THE SALT EXCHANGE RISES "YOU KNOW ME, AL" V? WANT Nil Ta hv finger NAILS JULIE FARE S S3 After Rapid Decline, Mar- ket Recovered ; Finished I TQRK. Jan.. reeov.ry oa the stock exchange was an evident consequence of the failure of Tuesday's and Wednesday's "rumor" regarding-- the Ruhr situation t matertaHae. Tho day's advanca ran to S or 3 pointa in numerous active shares, but th focus of financial Interest was again foreign exchAngs, On that market rate at first declined rapidly, sterling; roing to the lowest figure in three weeks and franoa to the lowest in more than' a month, bringing aterlinr 4 and franca below the high' points of last week. This further decline was largely In to the early movement on the European markets, where French exchange on London went almost to the his level of November. The market turned, however, when European trading ceased; an abrupt recovery ensued which carried rates on practicaiiy every market quotations being near the highest or the day. No specific newa could bo pointed to as the cause for this reversal of form. It was apparently on of those quick turns which occur fn a highly speculative market which has "discounted" or events. Some of which did not happen, and which recognises possibilities of a sudden change In the character of the situation. The German mark struggled up with other exchanges, but only after touching low record" of a "new of a cent, at which price an American dollar bill will buy nearly 24.U00' marks and an American cent !3$. At today's low mark the International value of the mark had een more than. cut-in two since Saturday. Under such circumstances, and with the German currency on practically the same footing as the Polish mark, today's action of the Reichsbank In raising the discount rate to 12 per cent was meaningless. Probably that action was inspired more by the panic over the" French advance than by any Idea of affecting the credit marbeket; for- the bank's rediscounts were ing actually reduced at- the opening of the year. No change in our own banking position was indicated by the federal reserve return. It shows that outstanding federal reserve notes have been reduced f since the last week of December, as against $213,800,000 reduction in the same period a year ago. Somewhat more the last week's Increase of striking was the whereas $1,2M,000 In rediscounts, same week last year brought reduction of r72.8T.O00. Probably the course of , French paper currency Issues will be watched more both closely than ever thfcs year. In viewmodof the Ruhr experiment and of the ification of last year's formal agreement; for two billion francs' reduction annually. the two weeks ending January 4 luring French hank's note circulation In th It was creased 1,S77,000.000. A week reduced SMOO.000; in the last week a further reduction of 308.300,000 was made. The December expansion has not yet been rancelled. but this is doing fairly well. a year ago In the corresponding periodswas first inthe outstanding circulation reduced 0 creased 1,200,000,000, then 000. The real point of Interest Is that rethis reduction, and the government's weeks of payment in the last three francs of its debt to the bank, have occurred when strong Inducement One of existed tor the opposite, policy.
