In the early spring of 1925, a general mass meeting was held at the Court house In Brigham bo consider building a better road between Brigham and Beaver Dam. Probably two hundred citizens ' of all political faiths were present. After the road business had been disposed of, the sheriff of Box Elder county brought to the attention of those present the condition of the county jail. After the meeting, he Invited the citizens there to make a general Inspection of the jail for themselves. ' This they did. Some condemned In rigorous terms the conditions they found .there. Others were Since that time there has been created a state taxpayers association and as an auxiliary of the state association a County Tax payers association. This asociation Is nonpartisan and included In it at the present time are Democrats and Republicans and they are selected with the thought of representing the different taxing units of our counity. At the beginning of the present year, the jail problem was again presented and the commissioners presented every fact and condition before the representatives of the taxpayers, the Box Elder County Taxpayers association. They were agreed that a Jail was quite a different institution to a school or other public building in Its construction and asked that facts be assembled and presented in concrete form as to plans, materials and costs for a standard jail building, so that, with the advice of the Taxpayers association, somethiig definite as to the cost of a jail could be arrived at Plans were gotten out for a general contract on bundling and cell eturc-tur- e complete. The expenditure thus far has been only preliminary for the purpose of ascertaining facts, and it has brought out In definite figures that a jail built to a'll standards of safety, sanitation and In keeping strictly with the law would entail an expenditure of about twice the original estimate and these figures were obtained and arrived at through competitive bid. This makes the cost prohibitive at this time and it is universally agreed that taxes should not go up. A constructive road program has been inaugurated during the past two years and should continue without interruption and this can be accomplished without increase in taxes. In keeping with this thought all bids on the county jcil have been rejected by the Board of County Commissioners, and the taxpayers association has been consulted and concur.
