A Tax Repeal Boomerang The plan to abolish federal estate taxes would In actual practice destroy the ability of states to levy Inheritance taxes because of the competition which would develop between the states in the way of encouraging the repeal of state inheritance tax laws. This would encourage the migration of capital and capitalists from states which levy Inheritance taxes to those which do not levy inheritance taxes. Also the repeal of the federal estate tax would deprive the federal government of its only means of securing revenue from securities now exempt under the federal income tax tax-fr- ee law. There is no good reaon why bankers, merchants, farmers and other business men should ask Congress to lay heavier tax burdens on themselves in order to afford relief to the estates of owners of securities which avoid taxation during the life of their owners. One of the principal objection to inheritance taxes is the fact that such taxes are frequently levied on the same property by several different states as well as by the federal government. This multiple taxation would not be remedied except in a small degree by the repeal of federal estate taxes. This duplication can be very easily remedied by amending the federal law to provide that credit on federal estate taxes shall be given for all inheritance or estate taxes paid to states. Comparison of marriage statistics for city and country districts in the state by P. V. Ewing of the Sears Roebuck Agricultural Foundation, reveals that whereas the number of single women in Utah cities is about 77 per cent of the number of its single men, out In the rural sections there are about two single men to every single woman. An examination of census figures by Mr. Ewing showed there are 19,338 single women fifteen years and up in the cities of the state, and 25,018 males. In the rural places, or places of 2,500 population and under, however, there are 15, 789 single women 15 yrs. of age and over to 28.278 single men. The figures also show that rural folk have a greater tendency to marry than have city folk. Whereas 61.7 per cent of the rural inhabitants of the state are married, in the cities only 60.25 per cent are found so. This is in accord with conditions throughout the United States which show that while 61.8 per cent of the rural population is wedded, the percentage for the urban population is only 58.3 per cent.
