Shall we throw away all that we have achieved and go back to the old extravagant and antiquated methods that prevail under partisan adminU istration of municipal affairs? would be a reproach upon our tail' city and we do not for a moment believe that the electorate of tins city will favor such a change. So far as the present city administration is concerned about enjoyment, too. every jack man on the roster does not care a whoop whether he is or not. Each and every one of them are anxious to get the big improvements that have been outlined under way and the people can then judge for themselves. But, while we are not authorized to speak thus, we candidly believe that the best thing Brigliam City could do at the municipal election be to next November, the present administration and charge these men with the responsibility of completing the program they have laid out. The city is entitled to their services another term and they are the best qualified to see the thing through. The nonpartisan administration has inaugurat-iea program of improvements in a civic way, that lias already nut Brigham City on the map, figuratively speaking. This community has had extensive state wide publicity on its intention to pave some of its streets iand rebuild its street lighting system 'and when these improvements are completed, there will not he a citizen ; In this city, no matter how much he jmaybe opposed to the movement ai this time, but who will thank the officials for their broad vision and courage to step out and do these things. We make this assertion without fear of contradiction because we are absolutely sure it will be so. And the end is not yet. After all d HE BOX ELDER NEWS COMPANY VICTOR E. This publication has no political preferment, but it is vitally interested in the welfare of the entire community both in a municipal, county and state We have long urged the adjournment of politics in our city administration and when that condition was brought about nearly two years ago, we took a chance on uttering a prediction that the step was one of the most important that the city ' had made In a decade. We believe that prophesy has been fulfilled for the city's affairs today are In better shape than they have been for a great many years, if not In the entire history of the city. By the adoption of the budget system in handling the receipts and expenditures of the citys funds, waste has been eliminated to he minimum; by the inauguration of the managerial type of government a businesslike administration of the affairs of the city has been secured and conditions have been attended to as they arose; by the elimination of politics in the governing board, comprising the mayor and cit council, all pettyism favoritism and every other objectionable ism has been relegated to the scrap heap where it now lies buried so deep that it has been entirely forgotten and the officers have devoted their energies toward building a city. Some peop'e are still complaining because of the high taxes which were assessed last year. It may be interesting to that class to know that nearly eight mills of that big increase is now reposing in the vaults of the city banks drawing interest. It was placed there to take care of long neglected sinking funds which the law requires must lie maintained against all bond issues, and by adding the regular amount from now on each year, those sinking funds will pay off the bonded indebtedness of Brigliam City when the bonds fall due and the taxpayers will never know anything Capacity. it. And further than that, Brigham City pays its bills as it goes along with the result that there is no indebtedness, except the bonds, and the city treasury shows a balance of $20,000 on hand today. The taxes were reduced ' that the present city administration has in mind is completed, the beginning will just have been made and we venture the further assertion that that beginning will be such a stimulant to future administrations and to the people themselves, that Brigham City will not stop the good beginning will be added upon and added upon until finally we will have a city in all that the term implies. in me face of all this, the occasional rumors that float about to the effect that the politicians are going to endeavor to throw Brigliam City hack into the old partisan condition this fail by carrying on a municipal campaign along straight political party lines, is a disturbing element in the beautiful picture which in perspective, outlines the future. After the achievement o f the past two years, we cannot understand how anyone interested in the welfare and development of Brigham City coud get themselves to even thinK of going back. Every scrap of information that can be had from all sources relative to municipal government, condemns partisan politics and dec ares that they have no place in city government Even the great national whatever. leaders of all political parties ae a unit on this point and all writers anil authorities on political economy condemn in the strongest terms such a course. At the recent convention of the Rotarians in Salt Lake City, which was an international gathering, one of the speakers discussed types of city government and it was the unanimous decision of that body of intellectual men that the managerial form is decidedly the best type of government any city can adopt. Brigham City has adopted that type of government so far as the state constitution will per- - TROUBLE COMING If something is not done to check the high cost of living, trouble is sure to follow. A man with a salary ot $125 per month and a family of two or three children, goes behind every month if he endeavors to live decently and the great majority of workers do not get a salary that large. The best advice obtainable is to the effect that the cost of groceries, meats and wearing apparel is going to continue to mount upwards so that the pinch on the poor and middle classes is going to be harder than ever. There is nothing that drives a man to desperation quicker .ban hunger or to see his loved ones suffer for the necessities of rife and unless the cost of living D held within the reach of the people of moderate income, that class is going to become uneasy and anarchy may deBolshevism had its origin velop. among the poorer cla'ses in Russia. The common American wo toils hard for the money he earns, is not going to sit quietly by and see his rich neighbor getting richer because of the high price the poor man is compelled to pay for the things he needs to sustain life. The world is rolling close to a precipice; this nation is not free from the spirit of Bolshevism as evidenced by the riots, strikes and disorders that are spreading over the land. There are serious times ahead and unless a remedy is provided the whole fabric of government is in danger of be:ng torn asunder and when that happens, anarchy will run Rampant. Every man must stand solidly upon his own feet and not be carried away by the spirit of the times. The danger is apparent whether we want to recognize it or not and the mere putting it out of our minds wiI not dispose of it. A concerted, constructive movement must be inaugurated to bring about thence, essary relief and quell the disturbance that is slowly gathering momentum throughout tv e world. Verily we are living in the times spoken of in holy writ as perilous times" but apparen-lthe great majority of mankind doe3 not care to P convenience themselves by recognizing it and are content to swim along in the maelstrom and trust to luck to find a safe landing. . SEMI-WEEKL- Y it. This community needs more people, all the new residents it can get, but the great majority of those who desire to come here to live are not in a position to erect a new' home at the outset and so desire to rent for a short time. The action of Mr. Craghead, therefore, in deciding to add to the supply of houses to rent, is a real blessing to this community and his example might be followed with profit by others of our citizens who have the surplus money to invest in this sort of proposition. She is a great talker in her way but she is always very careful not to talk when any one else is talking. Her master will call her down from her bedroom, and she appears with cheery little squeaks and gurgles. Then she waits. Will you have toast this morning or milk? is the question with which he greets her, and her answer Is a decided chatter for a moment. When she stops, he goes on with the conversation, and she listens to him, with her little eyes full of interest, for what lie is telling her. Then comes her turn, and she talks a bit. She is a very playful little squirrel, and she has never been known to lose her temper with her master, though sometimes in a romp, when she gets rather flurried, she bites a Hit too hard. And, if her master gently raps her, she pretends to feel grieved about it. goes into a corner and sulks and all that lie can do is to leave her alone until she wants to play again. Montreal Herald. Steady, Not Erratic. It Is a good thing to have work done well and quickly hy one person in an organization. But it is a far better thing to have that whole organization work together effectively, each one doing a part carefully and consciously, than to have an expert here and there setting the pace. It is safe to say that any business that succeeds does so because the head of that business never forgets thnt he is working with human beings and not with machines. He does not expect them to do the impossible any more than he expects impossibilities of himself, but he does require of himself a certain amount of concentrated effort done at the right time every day, and he does require from all his office force the same effort and concentration. The best way to conserve energy is not by speeding up every once in so often, but by keeping engines fired at all time, ready to do the work at the right time and in the right place.
