Martens's confidential secretary, Ban, ford Nuorteva, left the United States several weeks ago by way of Canada, and now Is believed to be attending the conferences being held In England by Gregory Krassln, Bolshevtkl minister de-of commerce. Officials tonight declined to say whether Martens would be permitted to leave the country pending final disposition of the deportation action. The soviet agent, previous to the present proceedings, was a central figure In an Investigation by a senate committee which inquired Into Bolshevik! activities In the United States. The senate committee, In its report, held that Martens was a German subject, and that his activities were such as to make him suitable for investigation and action by the department of Justice. A warrant tor the arrest of Martens was Issued by the department of Justice but prior to the senate Investigation, action on it was waived during that Inquiry and during the labor departments proceedlnga Nuorteva, for a time, while department of Justice agents were seeking Martens, acted as his principal's spokesman. Officials generally refused tonight to conjecture how Nuorteva was able to leave Canada, but In one official quarter it was suggested that If he were attending the Krassln conferences In London.
