The Utah ICE, which plunged 20 points to 59.7 in October 1990, rebounded to 74 in January 1991 and again to 78.6 in April and then peaked in July 1991 at 83. The ICE fell almost 6 points in October 1991 to 77.4. The response to one question, which concerns the outlook for the U.S. over the next five years, has precipitated most of the movement in the ICE over the last 12 months. Last October, more than 71 percent (previously 46 percent) of the respondents indicated that during the next five years the country as a whole would have "bad" times. This negativism diminished to 56 percent in July, but then increased to 61 percent in October 1991. "Good" responses, which improved from 30 percent in April to over 38 percent decline, Utah Despite a consumers still were more optimistic than in the rest of the nation for the fifth consecutive quarter, the State Tax Commission said today. The Utah Index of Consumer Sentiment (ICS) fell 5 points to 82.3 in October from July's 87.9 reading. When calculations are lower than 100, this indicates consumers are not as optimistic as they were in 1966. The Utah ICS has been higher than the U.S. index in the last five polls, indicating greater consumer confidence, bolstered by continued growth in wages and employment in Utah, relative to the rest of the nation. However, Utah's decline since July 1991 has been much steeper than the nation, tax commission economists noted. The survey of Utah consumers was performed by the University of in July, slipped to 28.5 in October 1991. A national variant of the Utah ICE, called the Index of Consumer Expectations, is used by the federal government to help derive its closely watched gauge of "leading indicators." For Utah, more than 53 percent of the respondents in the October survey expected "good" business conditions prevailing during the next 12 prove. The quarterly telephone poll by the University of Utah Survey Research Center questioned 402 randomly selected Utah adults in the latter weeks of October 1991.
