BLM Moab District Manager Gene Nodine, left, Law enforcement ranger on the job for BLM Law enforcement delegation has been granted to a ranger on the staff of the BLM San Juan Resource Area Office in Monticello, according to BLM Moab District Manager Gene Nodine. BLM Ranger James Ragsdale was sworn in by BLM Moab District Manager Gene Nodine at a ceremony recently in Moab. Ragsdale has completed the re- course at the Fedquired nine-wee- k eral Law Enforcement Training Center in Glynco, Georgia. The course included studies in behavioral science, enforcement, legal requirements, firearms and investigation and arrest techniques. Requirements for entry into the Ranger program also includes a Civil Service Commission back- ground investigation, and annual physical exams, passing an oral board interview, and recommendations by the State Director, District Manager, and State After setrainlection, 40 hours of e. ing is required annually. According to San Juan Resource Area Manager Ed Scherick, "BLM Law Enforcement Rangers have a wide variety of duties related to protection of public resources not only in the archaeology program, but also in our minerals, range,, recreation, wilderness and wood gathering programs." In addition to direct law en- forcement, other duties include working with other agencies, helping in various emergency situations, search and rescue, hazard reduction, and protection of publicly owned re- sources and facilities. Only uniformed BLM employees with law enforcement training and responsibilities function as law en- forcement rangers. Ragsdale feels that the Rangers main job is in the area of public awareness and education, using enforcement only as a "tool of last resort." Ragsdale says, "The spectrum begins with public education at the scene of the violation. The ranger will point out that a violation has taken place and explain why such acts should not occur, and ask for compliance with the law. Experience has shown this usually takes care of more than 95 percent of the incidents. The next step, unless the offense is deliberate or extremely serious, would be an oral or written warning. If a person persists in violations, the next level of enforcement will be to issue a citation under certain laws where permissible. Here, again, is an attempt to handle the offense with the least amount of inconvenience to the violator. The last resort, arrest, will be used only in the most extreme cases." Local residents and tourists have also been helpful in reporting suspi- cions of archaeological vandalism and other crimes occurring. Complete descriptions of the people, their vehicle and their activity have been reported to local County Sheriffs Offices andor to the BLM. "This has proven to be very helpful because it's impossible to cover the millions of acres of public land at once. We encourage anyone observing something suspicious to not approach the people, but to get as good a description as possible and notify the County Sheriffs Department or BLM as soon as possible," said BLM San Juan Resource Area Manager Ed Scherick. The Federal Land Policy and Management Act provides for contracts between BLM and other law enforcement agencies to enforce Federal regulations and laws on federal public lands. A cooperative agreement has been signed with the San Juan County Sheriffs Departe ment. BLM funds a deputy sheriff, who patrols public lands. Though authorized to uphold laws related to all public land programs, the significant thrust of the increased law enforcement effort is to protect archaeological resources, as required by the Archaeological Resources Protection Act (ARPA). This Public Law, passed by our elected representatives in Congress in 1979, states that "no person may excavate, remove, damage, or otherwise alter or deface any archaeological resource located on public lands or Indian lands unless such activity is pursuant to a permit. . ." Mike gave a history of his parents written by Sandee. The seven grandchildren sang "Grandpa Tell Me About the Good Old Days." Maxine Deeter a friend, sang "Thanks Again."
