Present woe Commissioners Jimmie R. Walker, Chairman presiding, with David Knutson and John with Fran Townsend Clerk and Elaine Coates, Attorney. Discussion was held concerning the abandonment of roads in the Cisco Townsite. The County Attorney is to research this and bring a recommendation to the Commission die next meeting. Zim-merma- n, Gary Wilson advised the Commission of a vacancy on the Weed Board and recommended Vic Bradfield to represent the Forest Service to fill this vacancy. Comm. Zimmerman made a motion Vic be appointed to fill the vacancy and ' ' Comm. Knutson seconded. All voted aye. Jim Whear presented a resolution to be approved pertaining to Incorporation of Four Corners Community Health Center as a corporation. Comm. Knutson made a motion to adopt the resolution and Comm. Zimmerman secnon-prof- it onded. All voted aye. . . Keith Kohler updated the Commission on the Apron Project at the airport He proposed to rebid fire , project to fit the monies available. There is a hump in the runway that will be dug up and replaced, seal cracks in apron and place a slurty seal on all of the runway. The new proposed cost will be approximately 1 $80,000. Mr. Kohler needed authorization to redesign the program and start bid process on February 23, 1988 and open bids on March 23rd. Comm. Zimmerman made a motion to grant this authorization and Comm. Knutson seconded the motion. All voted aye. Tim Pogue asked permission to advertise few bids for 5,000 yards of 34 inch minds crushed road base gravel to be crushed in Dewey. Permission was granted to advertise with the bids to be opened February 22 at 3:15 p.m. in regular Commission meeting. The Commission will meet with Tim next Tuesday to discuss other needs for the Road Department Vacation accrual time was discussed. It was determined that time accrued during the first year mid each year thereafter was to be taken after the anniversary date of the employee. Department heads need to be advised it is' their responsibility to keep records of vacation time takes per the personnel manual. Tlra Lopez, acting director of the Central Services updated the Com- mission on activities with the Central Service Unit. Les Prall of the Southeast Utah Assn, of Local Governments, dis- cussed the Grand County Community Development Housing Plan with the -- t q z -- c 1 0 .c b 0 Moab BLM District Manager Gene Nodine presented a special achievement award to Grand Resource Area Manager Pete Christensen in recognition of his outstanding management of the public lands in Grand County and the northern third of San Juan County. Pete Christensen was wlOtl Pete Christensen, Grand Resource Area Manager for the Bureau of Land Management, has been recognized by die BLM as an outstanding manager, according to Moab District Manager Gene Nodine. "It is' a pleasure to recognize the highly professional resource management of Pete Christensen," said Nodine. "Due to Pete's outstanding dedication to quality work coupled with public communication, the quality of his management is not surpassed in the State or in the Bureau. His accomplishments have been many and the net benefit in toms of dollars and cents has been significant." The decisions he makes affect how the natural resources will be developed andor protected under the BLMs mission of "multiple use and sustained yield." These decisions often have far reaching influence on local, state and national interests and economies. According to Christensen, the commendation goes to his staff. "It's due to the outstanding efforts of every person in my office that the Grand Resource Area is recognized as one of the best managed Resource Areas in the BLM. My thanks go to each one of them," stated Christensen. Christensen has served as the Grand Resource Area Manager since February, 1981. Prior to that he was Area Manager of the Shoshone-Eu-rek- a Resource Area in Battle Mountain, Nevada. He and his wife, Allison, have two children, and Christensen is active in local civic affairs. He has served as the Chairman of the Grand County Equestrian Center Board for 3 years. Melba Stewart expressed her concern that she felt the commission was creating obstacles for the process of the referendum pertaining to the Hazardous Waste issue. The ' Commission assured her that they had completely stayed away from being involved in this as they felt it was not their role as commissioners. They had only spoken to groups en the issue when requested to do so and had not solicited opportunities for public remarks. Comm. Walker ex- -' pressed his appreciation that she requested a time on the agenda to discuss her concerns. She was the first person to go through this process. Mark Day and Don Sanders representing U.S. Department of Energy requested a zoning change for the Uranium Mill Tailings Remedial Action Project site located in Western Grand County .near the commu-- , nity of Green River. A hearing date was set for March 14 to be held in Elgin at the Tamarisk Inn at 7:30 p.m. A date was also set for a bearing for a zone change request by Rudy Higgins to be held March 15 at 7:00 p.m. Comm. Zimmerman made a motion that the application for Beer Li County owns the other half. There were several items left on the agenda not discussed but Comm. Dave Bierschied felt the City should handle their own problems and the County do the same. Perhaps a program to help people clean up their property could be invented. Contractor licenses were discussed. The City and County approved the buildings, etc. The State . controls the issuance of Contractors Licenses. Building permits for. County or City projects should not be issued to Contractors that donot have a license, it was decided. Annexation in to city from county was discussed. The Commission has no problem provided the people in particular areas want to be annexed in. Christine expressed a concern that rezoning in the county should ' be in line with the City Master Plan. Concerning the dump, the City now pays 12 of the charges, Terry Warner felt the city should not pay any charges. The agreement to handle the costs half and half was made a long time ago. It was pointed out that the City owns half of the land candidates on Saturday and the Republican Party candidates on Sunday.
