Show The Thursday, Nov. 7, 1985 t, Allen Memorial, Blue Cross sign agreement New teacher certification rules to be adopted by state board The Utah State Board of Education has taken under consideration a proposed major reform of certification requirements. This is the most sweeping change in how teachers and other professional educators are certified since 1965 when the present certification procedure was adopted. The proposed reform continues the certification structure, but under the new program, an educator initially entering the system would be given a Basic Certificate valid for two years. During this period of time, the individual would have the opportunity to demonstrate competence on the job. At the end of the two years, the recommendation of the employing school district (with input from a institution) would be necessary for the educator to receive a continuing or Standard Certificate. If a school district still has questions regarding an individuals performance, a extension of the Basic Certification period is permitted. The reform emphasizes closer cooperation between school districts institutions and of higher education in the initial preparation of educators and their first two or three years on the job. Job performance thus becomes the major criteria for awarding permanent certification. In keeping with the policy of the State Board of Education that teachers be appropriately qualified in the subject field(s) in which they are assigned, the new certification standards for secondary teachers will be subject specific. In other words, secondary teachers will be required to hold subject endorsements that are compatible with their assignmentis), i.e., math, English, two-lev- two-lev- el teacher-preparatio-n one-ye- ar teacher-preparatio-n social studies, etc. Public k hearings have been scheduled to enable those who will be affected by the rule changes to raise questions and express concerns. Since January 1, 1984, Allen Memorial has continued to treat BCBS subscribers but has done so without being a participating provider. This nonparticipating status has penalized Federal BCBS subscribers by paying claims at less than 100 percent of charges and penalized the hospital by making payments directly to the subscriber. Effective Nov. 1, 1985 the new agreement will provide for payment of subscriber services directly to the hospital and payment of services for Federal BCBS subscribers will be made in full according to the terms of the individual Blue Cross group plan. This change to participating status will protect the interests of Federal employees who elect coverage through BCBS and receive health care services at Allen Memorial Hospital.
