Only one of 58 randomly selected banks and thrifts was adequately examined, the General Accounting Office said in reports prepared for the House Banking Committee. "Our review of the examination process shows surprising weakness in this fundamental regulatory function, which many have assumed to be an effective deterrent to unsafe and unsound banking," said Charles A. Bow.sher, the head oftheGAO. "Further, our work shows that examination weaknesses are symptomatic of a regulatory structure that is not as effective and efficient as it should be," he said. The GAO issued four reports one each on the Office of the Comptroller of the Currency, Federal Reserve Board, Federal Insurance Corp. and Office of Thrift Supervision. Bowsher said all of the agencies, except the Federal Reserve, were deficient in the basic task of determining the extent of institutions' loan losses. Also, all did a poor job of evaluating banks' internal control and management systems. As a result, bank examiners spend more time belatedly recognizing problems after the fact rather than catching them early when they may still be corrected, he it LONDON Smokers are three times more likely to die before the age of 70 than nonsmokers, scientists said in announcing the latest results of a study of the health of British doctors. "These new results are much more extreme than had been 40-ye- ar . follsuggested by the ow-up when premature death was 'only' twice as common in smokers as in nonsmokers," 20-ye- ar said Sir Richard Doll, who identified the link between smoking and lung cancer. Scientists said the gap has widened because nonsmokers have a longer life expectancy today than 20 years ago. Cigarette smokers are not living longer, said Doll, an investigator at the Imperial Cancer Research Center at Oxford University. Death due to heart disease has dropped by 30 percent among nonsmokers, but has not dropped among smokers, said Doll, speaking Monday at the Royal Society, Britain's most prestigious scientific organization.
