If funded by Congress, the Mississippi plant would make a new generation of solid fuel motors to replace the motors Thiokol now produces at its northern Utah plant, which employs 4,000. The Utah delegation won resounding votes against the new plant in the full House and in the Senate Appropriations Committee. President Bush has called the new plant unneeded and duplicative. But Space News quoted unidentified sources in reporting this week that the Mississippi plant's supporters believe they can come up with money to save it during a conference to work out differences in their versions of an appropriations bill affecting space, veterans and housing. Spokesmen for Ford Motor Co. arid Chrysler Corp. said the automakers will review GM's prices before deciding whether to adjust their planned increases, which range from 2.6 percent to 3 percent. Joseph Phillippi, an analyst with Lehman Brothers Inc. in New York, said GM's announcement Thursday recognizes that rising prices are keeping many people from being able to afford a new car. "There is an issue of sticker shock," he said. "Car payments as a percentage of median household income is at an all-ti- high."
