As grants diminish and federal and state belts tighten around higher education budgets, more students are turning to student loans as a way to finance education. Nationwide, the number of students borrowing money has almost doubled to 4.5 million a year since 1980. And the amount borrowed, with adjustments for inflation, rose Clpercent to $12.35 billion, according to statistics from the Department of Education. For students who graduated in 1986, the most recent year for which the department has statistics, the total average indebtedness was $6,B10 for public university graduates and (10,000 for graduates of private schools. A single mother of two young girls, she tried working at night to make ends meet while attending classes during the day. full-tim- e "My grade point average dropped, my children suffered and I dont even want to tell you about the housework, because none of it got done," she said. "Working that many hours is out of the question." Ms. Franklin turned to student loans to finance her education. In her own words, she has taken out every loan possible. "I have the regular guaranteed student loans, two Perkins loans. . I'm about $6,500 in debt, and that's for three semesters," she said. "I'm going to take out every loan I can, and if I can take more, I'll take more. Our Military Airlift Command charters, however, work under a totally different set of rules.
