"If things are followed through, . it's a great one for all of us, working and retired," said Philip DeNunzio, president of Local 4090 in Braddock. Both sides announced the settlement in Pittsburgh early Sunday, about an hour after a midnight Saturday strike deadline. USX negotiator Thomas Sterling said the pact will serve the company's interests, but the country's largest steelmaker declined to confirm details until union members reviewed them. Union spokesman Gary Hubbard said printed contracts could be distributed to 27 local presidents as early as Tuesday. If the presidents approve the agreement, it will go to the union's international committee and 20,000 workers at mines and mills in the Great Lakes region and Alabama. The proposed contract, effective from last Friday through Jan. 31, 1994, raises pay $1.50 in the first year and 50 cents an hour in each of the next two years. Workers also would receive a $3,250 bonus when the contract is signed. Average base pay in the expired contract was $10.84 an hour. Union concessions during the steel slump of the last decade totaled about $1.30 an hour, union officials said. Other steelmakers, Bethlehem including second-largeSteel Corp., have already restored the cutbacks. Of note, said chief union negotiator Andrew Palm, is a promise from USX to tell the union if anyone makes a takeover bid. That way, the union could decide whether it wanted to make its own offer. "That's something the company said we would never get, but we got it. ... ' It's protection against joint ventures, sales or parent companies," Palm said. LUVO ffv AlEST IPiL drop prime rate - NEW YORK (AP) Two more big banks, Chase Manhattan Bank and Mellon Bank, today slashed their prime lending rates half a percentage point to 9 percent in reaction to last week's surprise rate cut by the Federal Reserve. Several of the nation's banks, including No. 1 Citibank, had cut their prime Friday, just minutes after the central bank lowered its key discount rate to 6 percent from 6.5 percent. The discount-rat- e cut was the second in six weeks and came amid mounting pressure by the Bush administration to lower interest rates to prevent the economic recession from deepening. The discount rate is the interest the Fed charges to member banks. When that rate is lowered, so are the banks' cost of funds, thereby enabling them to trim the interest they charge on a variety of business and consumer loans, including the prime. Chase, the nation's second-largebank, and Mellon, the 21st cuts largest, said their prime-rat- e were effective immediately. The prime rate reflects a bank's costs of borrowing money, including interest it pays on savings accounts or certificates of deposit, and trails more subtle increases in other interest rates. CHAJKS.
