The Dow Jones industrial average was up 1.98 points at 2,485.83 by noon on Wall Street. The key index had been up more than 10 points earlier in the session. Declining issues outnumbered advancers by about 7 to 5 in nationwide trading of New York Stock issues with 706 Exchange-liste- d down, 528 up and 548 unchanged. Volume on the Big Board came to 48.25 million shares at midday, against 58.09 million in the same time on Monday. Traders were anxious with the approaching midnight EST dead-lin- o fnr Iraq to withdraw from Kuwait. Those concerns pushed stock prices lower in the previous session, though many market observers believe investors already have positioned their portfolios for war. Among Mountain Fuel request nixed SALT LAKE CITY (AP) -Mountain Fuel Supply Co.'s request for a rate case rehearing has been rejected by the Utah Public Service Commission. The company wanted the commission to reconsider a Nov. 21 order granting Mountain Fuel a $76,000 rate increase instead of the $10 million rate hike requested by the company. Mountain Fuel has 30 days to file an appeal with the Utah Supreme Court if it desires. In denying the request, the PSC rejected claims by Mountain Fuel that the commission erred in using a historic test year without allowing adjustments for current conditions. It was the slowest annual pace since the nation was struggling out of the last recession in 1982. The Commerce Department said sales for 1990 totaled $1.8 trillion, up from $1.71 trillion a year earlier. It was the smallest advance since a 3.0 percent increase in 1982. Sales in December fell 0.4 percent to a seasonally adjusted $151.1 billion, down from $151.6 billion in November, which had been the first decline since a similar 0.1 percent drop last May. The December sales report confirmed the disappointing holiday shopping season reported earlier by the nation's major retailers. The Christmas shopping season, which traditionally begins the day w''lll)m after Thanksgiving, provides as much as half of retailers' profits. Commerce said department store sales were off 0.9 percent after gaining a revised 0.5 percent in November. November sales originally were reported to have fallen 0.4 percent. 'Am' aA , " - Xh ft ml?
