The line carries a quarter of the nation's domestic crude oil production from wellhead at Prudhoe Bay to a marine terminal at the ice-frport of Val-deee z. The renewed concern comes at a time when President Bush has ordered domestic oil production increased because of the Persian Gulf crisis. But state and federal officials wont agree to increase the pressure in the line until the inspection issues are settled. Digging began Friday on a section in the Brooks flange, about 170 miles south of the start of the line at Prudhoe Bay, and the Alyeska Pipeline Service Co. hopes to finish the reinspections by Alyeska is the oil company consortium that operates the pipeline. Initial results Monday from a section of pipeline showed no cracking or corrosion problems, officials said. Thorpe Technical Services is the Alyeska contractor that conducted 76-fo- the original inspection at sites where corrosion or other problems were suspected. The company has been doing the testing since 1988. State and federal agencies ordered the second look for corrosion or cracks that could lead to leaks after Edward William Thompson, 26, of Fairbanks, wrote a letter last month accusing Thorpe of submitting flawed work. Thompson alleged that Thorpe inspectors were poorly trained or supervised and that drug and alcohol use was widespread among workers. The company denies the allegations. Dave Vickery, a spokesman for the Bureau of Land Management in Anchorage, confirmed that a criminal investigation was under way into Thompson's allegations about drug use on federal land. He said he did not expect a report from investigators until '"Alcohol and drugs were widespread on the job and after work hours," Thompson said in a telephone interview from Fairbanks. "I cant say if that affected Study: Army healthier in peacetime lifestyle CHICAGO The peace(AP) time Army is a healthy alternative to civilian life, say military researchers who found that soldiers in 1986 died at half the rate of their civilian counterparts. But one professor says choosing a year of peace for such a study may obscure the realities of serving a nation that goes to war about once a decade. Army researchers compared death rates among all 7B1.01K) soldiers to civilian counterparts of the same age, race and sex in 1986. The study published in Wednesday's Journal of the American Medical Association did not give actual death rates. However, the lead researcher said in a telephone interview that soldiery overall died at a rate of KW per 100.000. while comparable civilians died at a rate of 215 per 100.000. The greatest disparity was for homicides, almost s:x times less common among soldiers than civilians, followed by smaller Army rates of deaths cause by disease and suicide, the researchers report- age. Black women soldiers died at more than a third the rate of comparable civilians. However, white women soldiers died at more than 1 and a third the rate of white womer. civilians of the same age. The researchers could not account for the higher death rate. "There are a number of factors that determine the probability of death for any individual, and they're different for the Army than for civilian life," said Rothberg. Most important is the screening of Army volunteers, who must have high school degrees and are healthy enough to pass a physical exam. Rothberg said in a telephone interview Tuesdav from Bethesda, ed. Sam Sarkesian. a political science professor at Loyola University in Chicago, said he believed the study could give a skewed picture because it reflects peacetime mortality.
