NEW YORK (AP) The stock market showed a modest gain today as traders kept a close watch on oil prices. The Dow Jones average of 30 industrials rose 12.13 to 2,460.15 by noontime on Wall Street. Gainers outnumbered losers by about 4 to 3 in nationwide trading of New York Stock Exchange-liste- d issues, with 713 up, 537 down and 548 unchanged. The price of crude oil for December delivery dropped about 85 cents a barrel, to below $34 a barrel, on the New York Mercantile Exchange. Analysts said that provided some tentative support for stocks, which have been bouncing around erratically in recent sessions. In the economic news, the Commerce Department reported that new factory orders rose 0.1 percent in September. Excluding oil, however, the total showed a 1.1 percent decline. Budget looks tight says the governor SALT LAKE CITY (AP) State agencies, contesting for a portion of the projected $100 million state surplus, have submitted fiscal 1991-9- 2 budget requests for $406 million above current appropriations, said state Budget Director Dale Hatch. Many qualified requests to Gov. Norm Bangerter and his staff will be rejected, the governor said. '"It's going to be a very tight budget," he told reporters Tuesday before beginning a series of budget meetings. "We're not in a bind, but we're not awash in money. ' When we're talking to these folks about the budget, we're going to be telling them "no" on a lot of their legitimate requests for funding," Bangerter said. "We're going to be telling these departments to be as frugal as they can." In addition to $50 million left over from the fiscal year that ended June 30, a like amount of surplus is anticipated this year. "We really don't have another dime in reserve," the governor said. State departments have requested $50 million for new growth, of which more than half would be allocated to public and higher education, $123 million to cover the costs of inflation and $152 million for new programs or expansion of others.
