A resolution was passed unanimously by the City Council. "The Utah National Guard came to us several years ago requesting this," said Ken Leetham, Saratoga Springs city manager. "This is just a renewal of the program." Leetham explained that it is generally for Reserve and Guard personnel. When called into service, they can request a waiver.
