As in past years, local writers of national reputation joined with distinguished writers from around the country to judge the competition. This year's judges included novelist Terry McMillan, poet and nonfiction writer Bill Holm, poet Cynfcia poet and writer Leslie Nor-ri- s, poet Richard Shelton, fiction writer Katharine Haake, and poet and nonfiction writer Nancy Mairs. The Publication Prize, initiated in 1979, is awarded to the best manuscript from the previous year's competition, said G. Feh-laue- Mac-donal- d, book-leng- th Margaret Young Harold K. Moon member Leslie Norris, author and Brigham Young University "The writer is observant, and her prose is of a high standard. I very much like the contemporary situation she uses in her fiction," he added. The $5,000 cash prize must be used for the sole purpose of making suitable arrangement with a reputable publisher for the publication of the work to which the prize was awarded. There's a good police story hiding beneath the rind of "The Golden Orange," Joseph Wambaugh's first novel in five years. That is, if you don't mind peeling the skin and tossing away the novel's sour first half. To be fair, "The Golden Orange" is really the story of an officer, something that Wambaugh, who himself served with the Los Angeles police, should know about. But unlike Wambaugh, with "The Choirboys," "The Blue Knight" and other best sellers behind him, the hero of the new novel is a drunk who's "needier than public television." Winnie Farlow is a roustabout retired from the Newport Beach police with a back injury he suffered trying to protect a millionaire's yacht on California's Gold Coast. Calling Winnie bitter is like calling the Gold Coast socialites shallow. Both are apparent from the first page, yet they're the only points Wambaugh makes in the book's first half. Stepping out from among the rich cardboard cutouts is Tess Binder, d an blonde who seems to offer Winnie salvation. Anyone who's ever read a police thriller knows Tess has something else in g, "Look Who's Talking' bland: Cute movie with little to say LOOK THE GOLDEN ORANGE. Hartman, Provo, received an Honorable Mention in the Short Story category with "The Women's Voices Making You Sleepy," and Laura Hamblin Taylor, Provo, received an Honorable Mention for her Personal Essay, "Hitting Dick." The Utah County writers were each honored by Lt. Governor Val Oveson during a May 31 awards ceremony at the Governor's Residence, at which acclaimed Utah poet and former Publication Prize winner David Lee was the guest speaker. book-leng- " mind, yet Wambaugh throws away 150 pages with barely a hint that there's more to come. Eventually, Winnie is drawn into a plot to break a will and get at the millions left behind by Tess' father. Along the way, Wambaugh tosses in a parade of bad police officers, and gay men with boozy bad toupees, ending with a tearful shoreline goodbye between Winnie and Tess. The first half of "The Golden Orange" is more situation than story. When Wambaugh finally spins his tale, it's quite good, if you don't mind waiting.
