He was an avid motorcyclist and Indy race car builder. He owned and operated a mechanic and machine shop business from the time he was If! until he retired at age 80. He was an active high priest in the LDS Church. As a young man he served as a Tennessee-Kentuck- y missionary in the Southern States Mission. He spent many years in the Sunday school presidency and a ward choir member. He sang at ma::y funeral services. He saved 12 lives over his hfe time. "We had no choice. We don t have the $2.5 million," said county Commissioner Brent Morris, acting chairman of the board. Medicaid demanded the repayment, charging that the center had misused Medicaid funds from 1985 to 1988. Center officials contend that the loss of the money amounted to a theft by principals of the organization, three of whom are currently serving terms in the Utah State Prison. Medicaid has threatened to deduct the amount from the "pool" of funds for the state, which would mean that all social service agencies in the state would see cuts in the amount of Medicaid reimbuse-men- t they receive. State Sen. LeRay McAllister, has introduced Senate Bill 177 which would call on the state to reimburse the $2.5 million from the state's "rainy day" fund. Gov. Norman H. Bangerter has indicated he is not supportive of the bill. Nephi, Kanab considered for Air Force tower sites - WASHINGTON (AP) The Air Force is looking for potential Utah sites near Nephi and Kanab for construction of two Ground Wave Emergency Network communication towers, says Sen. Jake Gam. The towers would transmit exradio waves tremely through the ground, and would be designed to augment a communications system planners hope could survive a nuclear exchange. said the Gam, towers would have buried beneath them a huge copper screen to generate the waves, which travel along the ground. "The upgraded towers will strengthen our communications capabilities and enhance our military deterrent," Garn said. "Even though we're witnessing trends toward peace in our world, we cannot afford to let down our guard or settle for less than the best for our national defense." Nancy Foster, director of the GWEN Project in Amherst, Mass., encouraged Utahns to resist construction of the communication towers. She said 53 towers have already been built and 43 more are planned. "GWEN is part of the prepara war. We feel so strongly that the way you protect yourself from a nuclear war is not to start it. We're distressed by ideas of the military trying to carry on communications during a nuclear war," she said. Steve Erickson, representing Utah's Downwinders group, questioned the need for GWEN. "Given the international situation, maybe it's about time we start these kinds of projects," he said Friday. The mayors of Kanab and Nephi said they had heard nothing about the Air Force proposal, but Nephi Mayor Robert Steele said his community would probably welcome one of the towers. "We'd like anything that might bring some tax base into this area. We are a depressed county, you know. Anything that would help, I'd be interested," he said. Foster said the Air Force normally selects a general area for its n tower, then holds a meeting. A private contractor then conducts a preliminary search for three to six appropriate sites within the study area. The final location is selected after another round of meetings. tion for nuclear public-informatio- Mayor worried about canal PLEASANT GROVE (AP) leasant Grove Mayor David -PHol-daw- has told the Provo River Water Users Association that its canal east of the city may be leaking, posing the potential for disaster. Holdaway is specifically concerned about water found recently on Gaylan Sorenson's property. The mayor said he recently wrote the PRWUA to make sure "that they are aware of the problem and respond to it because we have had other people complain about leaks in the canal up there." Canal company officials, however, say the water could be coming from any of four sources east of the canal. In his letter, Holdaway asks the canal company to investigate and take corrective action to ensure the canal is safe during this summer's irrigation season. Sorenson first noticed that his backyard was becoming saturated in the summer of 1988. "My house is about 200 feet from s of the canal and about my backyard just got all sloppy wet," he said. Sorenson believes the water comes from the canal because when the company shuts off the canal's flow, his yard begins to PRWUA Superintendent Jack Gardner said tests show the water is coming from above the canal from an underground aquifer created by runoff; irrigation runoff from developments east of the canal; from springs east of the canal, and from collection points in the Reach Four section of the Jordan Aqueduct. The aqueduct runs adjacent to the Murdock Canal.
