He said the cliche "It's who you know not what you know" is true to a certain extent, noting that "who you know" can sometimes get one in the door but "what Council hears golf course plans By CARIN GREEN Payson Correspondent PAYSON The city council unanimously approved final payment of $32,200 to Lee Haskell for work on the golf course clubhouse. Haskell also requested $1,171 over budget because a subcontractor misread the blue prints. The council decided that after investigation, it would be determined if the additional funds would be approved. The council also held $500 in retainage until the roof could be completed in the spring. The city also discussed the sewer system for the golf course and detailed four directions it could take. The first would be to connect to Elk Ridge system for the clubhouse and RV center; second, connect to Elk Ridge for the clubhouse and RV with size for additional homes south of the clubhouse; three, septic tank and drain fields; and four, connection to Payson system. After study, the council will decide the course to take. The council unanimously denied a request from Joe to purchase a house and property that he owns up by the new golf course. "At the present time we see no need for the property or purchasing it," said Arrington. In other business, Dave city attorney, evaluated the existing zone ordinance for land owned by Brad Olson. Olson had requested a zone change to build a greenhouse on the property. Mc-Na- Mc-Mull- McMullin said under the present wording a greenhouse could not be allowed. A zone change had already been denied in previous meetings. The city council voted on different aspects of a lease agreement between Christen-sen'- s department store and the to lease property. Councilman Steve Hanson recommended that a fee of $1 per linear foot be charged, with a cap on fee. The rental would be paid on a one year basis beginning in February. Chris-tensenot Mayor Curtis Arrington said, "This agreement will set a precedent to other businesses, and so we want to be fair." Councilwoman JoEUen Whitel-oc- k abstained because of her business being involved on the block in question. Arch Williams, chairman of the Bicentennial Commission for the Constitution, presented The Rev. Steven Barsuhn with a certificate. The certificate commended Barsuhn and the Payson Bible Church for their participation in the "Bells Across America" program in celebration of the Constitution on Sept. 17, 1987. Williams also announced that the National commission would like the event to be held every year on the same date, ringing for each year of the constitution. Winners of the Christmas Decoration Contest winners were announced. Grand prize, and $150, went to Welby Rush-toTheme first prize went to n. Ronnie Crump with $100, and second place tied with prizes to Clyde Jasperson and Dale Elmer for $75 each.
