Javier al Secretary-Gener- Perez de Cuellar of the United Nations said the agreements worked out during six years of U.N. mediation "represent a major stride in the effort to bring peace to Afghanistan." Also signing the accord were Foreign Minister Abdul Wakil of Afghanistan and Acting For- eign Minister Zain Noorani of Pakistan.
