NATO now faces difficult People - missile reduction decision BRUSSELS, Belgium (AP) -- NATO has begun an urgent debate that could determine whether the superpowers conclude a deal to withdraw hundreds of nuclear missiles from Europe before President Reagan leaves office in 1989. The North Atlantic Treaty Organization said Thursday it was launching a study of the implications for Western security of Moscow's new offer to widen the scope of nuclear missile cuts in Europe. Secretary of State George Shultz, after three days of talks with Soviet leaders in Moscow, briefed alliance officials on the Kremlin's offer and said NATO now faced ."hard decisions" on nuclear disarmament. He then flew back to the United - . . States and met with Reagan, who later Thursday was asked whether Washington would be able to sell the Soviet proposals to the West Europeans. Reagan replied, "That's what we're working on." Soviet leader Mikhail S. Gorbachev told Shultz he was willing to dismantle his country's arsenal of shorter-rang- e nuclear missiles as part of an accord eliminating both sides' medium-rang- e missiles in Europe. Gorbachev previously had re- fused to include the shorter-rang- e missiles, with a reach of miles, in negotiations on 'medium-rang- e missiles, which can strike targets within 620 to 3,100 miles. "And I said I heard speeches and I heard a band and they played 'Columbia, The Germ of the Ocean,'" he said. NATO, 310-mi- oft-stat- Japan- holding back concessions TOKYO (AP) Japan will not make major trade concessions to persuade the United States to lift sanctions against Japanese industry, a special envoy for Prime Minister Yasuhiro Nakasone said today. But former Foreign Minister Shintaro Abe, who will go to Washington Sunday as Nakasone's representative, said he would offer ; "concrete measures" aimed at -- leasing growing trade tensions between Japan and the United States. - The Reagan administration is to announce today $300 million worth of punitive tarifs on an array of Japanese electronic products. The sanctions are in retaliation for what Washington contends is Japanese "dumping" of semiconductors, or computer chips, in overseas markets. ; Dumping is the selling of a product at a price below its production cost in an effort to open or expand markets. Japan denies the charge. The United States has announced a list of items possibly subject to tariffs of up to 100 percent. They include computers, disk drives, television sets, pocket calculators, radio-tap- e players, communications satellites, surveying equipment and photographic film. Abe told a news conference Japan will not try to have the sanctions removed by striking deals with the United States on several n trade relakey issues in tions supercomputers, telecommunications, construction and agriculture. "We are not at all thinking of making a concession here and there in exchange for lifting the sanctions," he said. He said he was confident the measures he plans to propose to U.S. officials for expanding domestic demand and boosting imports in U.S.-Japa- Japan would help ease tensions. The United States wants to sec a decrease in its trade deficit with Japan, which last year hit $58.6 billion, according to U.S. figures. He said the measures would have "considerable punch," but declined to reveal specifics.
