Ford, said the statute authorizing construction of the park requires a committee in charge of the project to pay all costs for building and maintaining the memorial. . Ford wrote that the national guard could participate in the construction only if it were to be compensated for its work. - The park and cemetery were authorized by the Legislature in 1986 and are to be built adjacent to Calendar Salt Lake Citv.
