Pay Its Bills - SALT LAKE CITY (AP) The Department of Corrections has ov- Gary Deland, named corrections director in June, blamed the red $600,000 and is unable to pay telephone bills, food, vandalism and the coct of education programs erspent its budget by more than its bills. State officials say one unpaid creditor was forced to borrow to meet its payroll because it couldn't collect a bad debt from the department. Other vendors, including state agencies and private firms, already have waited several months to get their money, and they may not see a check from the state $30,-00- 0 until April. The department's financial problems were aired Monday at a meeting of the state Board of Examiners, a panel comprised of Gov. Norman H. Bangerter, Attorney General David Wilkinson and Auditor Tom Allen. Officials told the board that the Corrections Department over spent its $39 million budget for fiscal 1984 by $637,041, owing $230,080 to other state agencies and $285,300 to private vendors. Another $121,661 was the result of a bill for witness and juror fees for the court system. higher-than-expect- t I ary.
