Show Page 24-T- HERALD, Provo, Utah, Thursday, March 3, HE 1977 Legislature Sends Hiqhwav Safety Measure to Matheson - The SALT LAKE CITY (UPI) Utah Legislature has sent to Gov. Scott Matheson a highway safety bill whicn will let motorists speed up to 9 m.p.h. over the speed limit without fear of losing their licenses. The House Wednesday ratified a Sonatp version of the bill which con tains an amendment allowing motorists to go nine miles over posted limits and be subject, if cited, only to a fine. There would no penalty points assestoward the revocation of the motorist's driver's license. Senators, disgruntled with the 55-p h speed limit, added the amendment to a bill which makes Utah's Idghav Safety Code nearly identical to that of other states. sed The im pose of the bill is to achieve national uniformity of traffic regulations so that cross country motorists do not have to familiarize themselves - spending on sewage treatment facilities. Matheson. chairman of the subcommittee on water management of the National Governors Conference, appeared before the House Public Works Committee's water resources subcom- mittee. Wataha, mayor of Rock Springs for 20 years, was an accountant for Del Duce Drug. Inc., at the time of the alleged alterations. Company president Duce Piaia, Riverton, signed a complaint contending Wataha altered and changed cash receipts totaling $7,035 and converted the money for his personal use. Piaia contends his company's total losses were $12,000, although he could only document the $7,035 amount. "Disconnections of gas and electrical service, under the severe conditions of winter, can present a grave danger to human life and a serious hazard to health." UCAA Chairman Bill Biggs said the winter constituted "an energy crisis for the low income and elderly. "The extreme cold weather the past week has amplified the crisis caused by higher and higher rates. Winter has been here for several months and after three or four huge gas or electric bills people are reaching the breaking point." He said his organization had received a "tremendous" volume of calls from persons facing shutoffs. "These people have nut been shut off but they are close to it or in absolute fear of it. "We know the utility companies are trying the best they can, but no one should be cut c ff in this cold weather." Proponents of the amendment in the state's upper house argued successfully that the 55 m.p.h. limit was imposed by the federal government to conserve fuel. They said it was unfair to assess points, which are issued on the belief that a speeder is a safety hazard, when a driver fails to conserve fuel.
