On Tuesday, the usually peaceful neighborhood north of Main Street at times looked like a battle zone as one resident, distressed about lingering unemployment and other problems, held off police for about four hours. After a dispute with his wife, Michael Dale Wingard, 28, 312 N. 100 E., locked himself in his rented home with a rifle and a coffee can full of ammunition and theatened to kill himself if police tried to capture him. There still is disagreement about whether shots were fired. "I have lived here all my married life and nothing has ever happened like this," said Una Painter one of many neighbors who was confined to her house throughout the long ordeal. She described the neighborhood as quiet and peaceful. She said when she drove to her home, police yelled to her: "Get into your house and stay there." one block from Her house was in the Wingard's home line of fire from an upstairs window. Leland Kelly, who lives next door to the Wingards, described the family as quiet. He said the family only had been there about a month, and he said he never had talked much with the husband or wife. "Just before police arrived I heard one or two shots from next door," he said. Some police authorities said they believed shots were not fired. But Santaquin police officer John Cluff said more than one neighbor reported hearing shots, and he said it appeared that the rifle found in the home had been fired recently. He said, however that no spent rounds were found in the home. Don Knox, Santaquin police chief, said the incident really began a week ago. "It started last week when Wingard tore up his house and we were called in. But when we arrived at the house, he had taken off." Santaquin Police Officer John Cluff, who investigated last week's incident, said the next Community Mental Health Center. Cluff said Wingard had checked himself out on Tuesday. Chief Knox said when he arrived at the home Tuesday, Wingard was standing in the doorway and threatened to kill himself if police tried to take him. Chief Knox and his three Santaquin officers were backed by about 20 men from the Utah County Sheriff's Department. They included 10 Jeep Patrol members, at least one radio specialist, a dispatcher, five members of the SWAT team and others. Authorities established a command post in a nearby home and began negotiating with the distraught man by telephone. Florence Marker Funeral for Florence FALLS Winters Harker, 81, formerly of Shelley, Idaho, was March 17 in Shelley South Stake Center. Burial was in Hillcrest Cemetery, Shelley. She died Monday, March 14, 1983 in an Idaho Falls nursing home. She was born April 9, 1901 in Pleasant Grove to Arthur and Elizabeth Wadley Winters. She married Arthur LeRoy Harker on Feb. 28. 1924 in Salt Lake City. The marriage later was solemnized in the Idaho Falls LDS Temple. Her husband died in 1975. She received her education in Pleasant Grove. When she was 13. her mother died and Mrs. Harker assisted in rearing her brothers and sisters. As a girl, she worked and lived in the home of LDS president Heber J. Grant. She and her husband moved to Shelley where he farmed. She lived there until 1979. She was a member of the LDS Church. Survivors include a son and two daughters, Arthur L. Harker, Shelley, Idaho; Mrs. Wayne i Beth Turpin, Magna and Mrs. Richard (Nilai Williams. Thomas, Idaho; 23 grandchildren: a brother, Shirley Winters, and sisters. She was born in New York City on April 6, 1902 to Adolf M. and Minnie Gottlieb Weinstein. She married Richard N. Fuchs on Sept. 18. 1921 in Brooklyn. N Y. He died in 1972. She received her education in New York City schools. Before her marriage, she was a seretary to Lawrence Schwaab, a Broadway producer. She married and made they made their home in New York City and Sarasota, Fla. She moved to Orem after her husband s death She was a member of the Jewish Church.
