Show Hage 30 - THE HERALD, Prow, Utah, Sunday, March 20, OPE C Price - LONDON (UPI) As financial markets closed for the week, the price and production agreement so painfully cobbled together by OPEC oil exporting nations appeared increasingly unlikely to hold. It took ministers from the 13 Organization of Petroleum Exporting Countries 12 days to come g agreement up with a to cut the benchmark price of a barrel of oil by $5 to $29. face-savin- 1983 Agreement May Be Close to Collapse It was the first such reduction since oil prices started going through the roof in 1973. The ministers also set a lower production ceiling of 17.5 million barrels a day for the rest of 1983 in the hope of making the price stick. It was a huge comedown from the 30 million barrels a day produced in 1979. But with actual production now pushed down as far as 13.5 million barrels a day by slack market Black Gold Fever dominoes: The pound fell to a record low of 1.48 against the dollar on the expectation of a further cut in the price of North Sea oil, which at $29.50 a barrel is outpriced by crude from Niequivalent-qualit- y conditions, the new ceiling looked too high to be effective. It also was uncertain whether some of the more belligerent OPEC members would respect their individual quotas under the ceiling, thus making it yet more difficult for OPEC to regain any semblance of control over a plum- geria. Iran, while attacking the OPEC price reduction as illegal, was preparing to undercut the new meting market. Developments following the agreement indicated prices could come tumbling like a row of The Soviet Union, the world's largest oil producer although not a large exporter to the West, posted a price of $27.50, below OPEC's. The Soviet regulation became public when NBC videotape cassettes were blocked from leaving the country in a regular shipment headed for New York, Stan Bernard, NBC correspondent, said. Customs officials told NBC Thursday the film could not leave the Soviet Union as air cargo on the scheduled flight. "Then they told us for the very first time that there is a new policy that we have to be there MOSCOW television air-freig- ht HIKV CHANNEL, FANTASY CHANNEL IVIWraRVCHAWWEL, four hours before to permit screening of material for shipment," Bernard said. "We were stunned and surprised." Bernard and another Western correspondent who asked not to be quoted said they knew of no incidents that might have provoked the new rule. "Anytime we do a sensitive story we would hand carry it out to prevent them pulling the p'ug," Bernard said. In New York, a spokeswoman for NBC News said its president, Reuven Frank, had asked the State Department to look into the matter. A spokesman for Van Gordon Sauter, president of CBS News, said Sauter had "strongly protested" the move to Soviet Ambassador Anatoly Dobrynin in Washington, saying it was a "clear case of censorship." "That's what this is." In Washington, a State Department spokesman said, "We strongly support the effort of journalists in the Soviet Union to carry out their legitimate" functions. "However, we will not be in a position to decide actions we might take until we have a full report from our embassy," the spokesman said. ABC News President Roone said, "This action- - apparto an imposition of amounts ently censorship. We will vigorously oppose it. We will attempt to convince the Soviet government to Ar-led- reconsider." Bernard noted the only other way to send out news film is by satellite. The Soviets have long required advance booking for any film being transmitted out of the country by satellite relay. Advance screening is not required but "they could pull the plug anytime," Bernard said. He said the Foreign Ministry Press Department did not reply to his telex inquiry about the decision before closing for the weekend. "We think the Foreign Ministry Press Department does not have control (of the decision)," Bernard said.
