The agency is the U.S. Border Patrol. Its job is to nab persons who enter the country illegally and its 1974 haul is expected to total nearly 1 million. A few on the Mexican patrolmen border, which millions of aliens are believed to slip across each year, are accused of smuggling payoffs. Saxbe, now in charge of a Justice Department investigation called "Operation Clean Sweep" which began in May, 1972, is concerned less about the corruption itself than his suspicion that there have been coverups. "I have no evidence," Saxbe told reporters last week. "I just can't help feel unless it is a coverup we would have gotten more information. So far we have found minor corruption-noth- ing on a grand scale. "But I don't believe it's been followed agressively enough," he said. "We are going to root it out to the very bottom." Saxbe said he had warned President Ford that it is "becoming a national scandal." far bigger problem, however, is the situation that keeps the Border Patrol busy making nearly 1 million arrests in one year.
