Ordinance Amended At the 9 p.m. meeting, council amended City Ordinance 55C.1, which prescribes permitted I - i L il Early Morning Fresft Produce Unused, Vacant Land Mr. Partridge indicated that the big jump in appraisals would be for unused, vacant land. "It isn't going up 40 per cent; it's going up 400 per cent," be declared. Reflecting the probable impact the reappraisal will have on property sales, the tax director stated, "It is probably going to put more propel iy on the market. It should make it possible to utilize more property for building from the core of the city out." He told the land use committee that people have been able to hold vacant land within ihe cities for very low taxes in the pst, waiting for the time when someone will come along and offer an exceptionally high price for it. Will Spur Sales This has required builders to leapfrog out from the city's core to get property they can a 'ford to build on, he pointed out. "With the reappraisal, people are not going to be able to afford to have their land lie idle," he stated. Mr. Partridge stressed that land which has lain idle within the city limits actually is being subsidized by the other taxpayers, "because it hasn't been paying its fair share of the taxes." Aiked what effect zoning will have on the reappraisal program, Mr. Partridge explained the state's appraisers follow zoning more closely than fee appraisers do. "If an appraiser is working in an area where zoning is stringently enforced, he will follow the zoning closely. If the zoning is not stringently enforced, he will have to rely on other factors for his assessment," he stated. Hikes Not Automatic The tax director emphasized that a 50 to 50 per cent increase in appraisals will not result in an automatic increase of that amount in taxes. The law prohibits an increase of more than 106 per cent in any area the year after a reappraisal has been completed, he pointed out, emphasizing that an increase in the appraised value will therefore result in a lowering of the mill levy. I. Dale Despain, planner who will be leading a team of consultants in drafting a new land use plan for Utah County, declared the new study is "going to revolutionize land use planning as we have known it all these years." An explanation of the land use planning procedure will be made at the next committee meeting on Jan. 31. C;C V to ' - - ifarc ims foci war S 11 to II ML Stm JmilfmCTMFl.ISXT.0JlT property la Utah Since the reappraisal program started with those counties which were farthest out of line, Mr. Pariidge said, Utah County was listed as 25th out of the 29 counties. The law requires that property be assessed at 20 per cent of fair market value, and Mr. Partridge stressed that the appraisers must take many things into account in their appraisals, including what the property of an area is selling for on the open market. He emphasized, however, that "one sale is not a market," so one overpriced sale would not set the pace for the entire appraisal. Asked how much the appraisals would increase in the county, he estimated that they would average from 40 to 50 per cent, but he pointed out the appraisals would vary. "Some may be less, and some may be considerably more than that," he stated. At this hearing, In the second hearing, concerning a petition by Ken England to rezone property facing Center Street, between 100 West to 200 West, from R-- l to R-residential, the council also took a vote which showed approval by property owners in the area. The proposal, therefore, was passed by a council vote. Mi Utah County Is 25th building. sons reappraisal of all County will begin this year. Mr. Partridge explained past taxing procedures, then outlined provisions of the 1969 Reappraisal Act, which made it mandatory to have reappraisals of all property on a fiffr-yea-r cycle." These appraisals are to be done by certified appraisers trained by the Tax Commission with the state paying 70 per tent of the reappraisal cost and the county paying 30 per cent, he said.
