Mr. Devitt begins his second consecutive term of office as the only incumbent in the fall elections. Mr. Smith begins his second term as councilman, having served in that capacity several years ago, while Mr. Winters begins his first term of office. All the new councilmen are Democrats. Mayor Anderson is now serving his second term as mayor, with two years remaining on his current term. Councilman F.
