Environment Conference Adopts 'Human Declaration' - The STOCKHOLM (UPI) American delegation to the U.N. environment conference was credited Saturday with a shrewd tactical move in refusing to answer renewed Chinese charges that the United States is a major polluter of the environment of Indochina. The Chinese repeated accusations they made earlier in the gathering at the closing session Friday night. They sat in their section in black Mao tunics apparently waiting to see whether the United S'ates would reply. Had the Americans taken up it might have arguments in closing meetings that had preceded the adoption of a declaration on the human environment. In these arhad guments the Chinese resisted a ban on nuclear tests and had demanded scrapping of all weapons of mass destructhe issue, reopened the tion. At its final business session apFriday, the conference proved the declaration by acclamation and then incorporated Into it a clause calling in effect for discussions on the banning of nuclear weapons but ntf ipecifically naming biological and chemical weapons, as the Chinese had urged. The gathering of 114 nations managed to achieve most of its Shotgun Fired at Children MEMPHIS, Tenn. (UPI)-- An intensive search is made today for Lorene Williams, 21, accused of firing a shotgun into a group of about a dozen youngsters gathered objectives although the political friction between China and the United States drew the head- n lines. Earlier in the conference approval was given to the establishment of a U.N. Environment Council with an initial fund of $100 million to supervise U.N. activities in the field of ecology and a plan calling for monitoring of the oceans and forests and a prediction and warning system for natural disasters. Russell E. Train, chairman of . the U.S. delegation, said he was satisfied with the Declaiation on the Environment described by one delegate as the magna carta of the environment age. But he said ibis did not mean his country had gotten everything he wanted. The Soviet Union, Bulgaria, and Hungary Czechoslovakia boycotted the conference because East Germany, not a U.N. member, was not invited. Until it withdrew, he said, the Soviet Union had been one of the most active nations in preparing for the conference. n u OFFER GOOD THROUGH JULY 31, 1972 deposits of deposits of $1,000 or more: $500ormore: deposits of $5,000 or more: ca- r- 2 Missing Salt Lake -- n j w ' Boys Found FF I - IF?
