The numbers of the genuine suf ferers on the Pacific coast may be ex aggerated, but there are, in Sai Francisco alon, certainly thousands f unemployed workingmen who are suffering most real want, and a still far larger number of employed work ingmen, chiefly small trades people who are hoeing a hard row and can hardly shift to live from hand to mouth. These also strengthen the inflammable elements, for many ol them have known days of plenty and affluence and lay all the blame on circumstances whose removal they believe to be affected with the re moval or the Chines. I he anti- Chinese movement is deeply rooted and of most serious importance; the presence of the Chinese is a permanent danger of explosion, like matches near a powder keg. Just by setting its lever on this weak point, demagoguism gains a hold among the masses which has already become permanent. To mention one instance of the insecurity of our community and the commonwealth at large, we will state that on the 20th and 21st of last month 600 Californians most of whom had only the means for the journey emigrated east. Since the railroad company has reduced the fare for third class to New York to $35, the reemigration is on a formidable increase, while the immigration is confined almost exclusively to Chinese of whom there is no decrease. It is out of place here to ar gueon the economical or, political side of the Chinese question. We will simply state that experience has proved undeniably that the white workingmen can not compete sue- essfully with the Chinese laborers. There are about 150,000 Chinese in the State o: California; the number f white voters at the lust general election (the strongest ever polled) taa 160,000. The Chinese don't go, they are coming; the whites don't come, they are going.: The balance is easy to strike. Is it not cruel mockery t tell the bread less laborers tbere is ample uncultivated arable land in the state, there and work it? Certainly, there is still a great deal of good Hand, even government land, and at cheap figures. But the workingmen an't plow or harrow with their linger nails; and if they could, they could hardl manage to live of tluir work alone. People require something to eat while working, for even the richest soil is bad food. Never fcheless this "good land" argument is always dinned and dorged into ti e poor man's ears. lie has, in fact, no issue. ARTICLE SEVEN. The liberal French government has suffered a serious defeat by the rejection "of Article 7 of Ferry's education law. It is, however, not to be feared that the government will follow the f nl' article 7. much as this ern is desired and prayed for by the anti- patriotic Jesuits and the unstates' of the ex manlike irreconcilable extreme radical left. Such an event we would sadly deplore, in the interest of our sisttr republic and tried friend of 1780. For the present ministry of France enjoys the gen eral confidence of the European powers, and is carefully endeavoring to avoid everything that might lessen thiB confidence. If the cabinet Frey einet would have to make room for some other ministerial combination, the event might in the present un- table condition of Europe be of disastrous consequences at home and abronl. ; WE CAN'T SEE IT. We have received from the pub lishers a pamphlet entitled "The New Banner of the Free." There is considerable of a flourish of drums and trumpets in such a name, and this is perhaps appropriate enough in view of the fact that it is the or gan of a new military society entitled the "Grand Army of Occupation," the object of which is the Arnerican-zatioof Mexico in plain terms, filibustering. Ernest Dalrymple, Washington, D. Alas! where is our pride, our ' ambition, our n high-soundin- g Dr. Delamotte, an eminent savant who is thoroughly conversant with the geology and geography of Egypt, is of the opinion that the ancient Nile had its origin in a lake much larger and higher than the Victoria Nyanza and Lake Tanganyika of today. From this lake he thinks the water was distribute i through various river channels, rendering fertile a great area of the country which is desert. To again distribute the water through these ancient channels and thus restore a great extent of territory to its ancient fertility, increasing the arable bind of Egypt tenfold, Dr. Dulamotte believes, may be accomplished by raising the Nile'.-- cataracts in other words, by creating a suitable system of dams and locks. The Khedive is said to be greatly interested in this scheme ot restoration.
