This love of the Italian people for the man who had given it its unity Her-man- y and independence, was the only thiug that propped Victor Emanuel's son, Humbert I, (born March 14th, 1844,) up, whenjhe took the reins of power into his hands. True Southerners, they have em' braced Liberalism and Radicalism with as fanatical a zeal as they used to realize for their tribal tyrants and clerical rulers. What i? called the Parliamentary Left is at present in th ascendency, and the majority of the thinking population may be said to be ready for the Republic at a moment's notice. To this rapid development of progressive ideas among the masses, Victor Emanuel himself and his son have silently contributed by allowing all the new ideas of the Radical thinkers, speakers, and writers untrammeled scope, in congruence with the truly patri otic conviition that any form of government has only so long a right of existence as the nation is willing to abide thereunder. All these observations and considerations have an immediate signification at the present moment when we learn from reliable source that the health of King Humbert is very precarious. In spite of the precautions of the court physicians and courtiers it has leaked out that the monarch is suffering from a very malignant pulmonary di6easo which has enfeebled and emaciated him to an alarming extent. The royal physicians would advise his majesty to seek temporary relief on the beautiful and highly salubrious island of Madeira, but reawns of polities forbid any such change of scene. Another winter in Rome may prove fatal to the royal patienf,and altogether the outlook is a gloomy one for the friends of the dynasty and such are yet very numerous: In the present turbulent state of public opinion, Italy would not sub mit to a government of a boy of ten years, (Humbert's eldest child,) and among all of the king's relations there is not one personally enjoying ability or popularity sufficient to t'e&r the ship of State in case of the Strait of King Humbert. Before we shall review bis labors and results with regard to the volcanio and commotions of the earth, we will briefly sketch the life of this eminent scientist who has been so miraculously instrumental in substantiating the truth of religious tradition and revelationwithout any intention of his we will coacede. Rudolph Falb was borm near Grata, in 'Austria. Originally destined for the clerical profession, be obtained an eminent proficiency in the Orien tlal languages. Displeased with the surplice, he accepted a situation as professor in the Commercial Acad emy of Grat, without, however, warming up to this new vocation. He removed to Prague, (in Bohemia) where he pursued deep and comprehensive studies in mathematics and natural sciences. Returning to Gratz, be founded the universally honored magazine "Sirius." He commenced a career as a public lecturer and set tied in Vienna, where he continued hi scientific researches. By the celestial of the orbs, our as study troaomer had his attention directed to the influence of the sun and moon on the earthquakes. The volcanic eruptions and commotions of 186S confirmed in his mind his nascent theory, so that he resolved to devote himself excltsively to the study of volcauism and seismology (science of earthquakes,) and to publish the results of his investigations and calculations in a larger work. At an early age he thus attained world fame by the practical realization of the postulate of his theory of earthquakes which establishes the calcu lable periodicity of these direst of nature's calamities, la his magazine, the "Serius," he proclaimed himself as an earthqnake prophet, and predicted the day, yea the very hour for these catastrophes, from the data of certain circumstan ces (sidereal and terrestrial) influenc ing those disastrous phenomena. Andes several of his predictions ver ified themselves with an amazing precision, (thus in 1861 in South America,) the name of Dr. Falb soon reached the remotest parte of the globe. In the summer of 1869 the entire west coast of South America was greatly excited and agitated by the eruptions of the volcano of Pich ipichi, predicted by Falb, and by the prediction of a terrifio earthquake said to take place in the beginning of October of the same year however without any specification of the lo cality. The anxiety of the popula' tion of Peru and Ecuador, who saw their doom threatening, sought for its only consolation and comfort in religion, and thus the Jesuit Fathers did a flourishing business in their incessantly besieged confessionals, All at once an Italian apothecary at Callao allowed himself the joke of having an article inserted in the Panama Star, in which the threat-ene- d earthquake was persistently countermanded over the signature of "Falb." For a while the terrified souls found relief and the confessions als were abandoned, soon, however, to be frequented agiin, when the archbishop of Liifta discovered the druggist's fraud and reconfirmed the first panic. Thus, at the indicated time, a universal exodus took place, from the cities of Lima and Callao. No less thac 20,000 inhabitants sought a refuge outside of the towns; all business was suspended, and whoever could, made his escape. But when the tremenduous catastrophe did not oocur,when there was no com motion perceived except some slight oscillation of the ground, the fugi tives who had suffered a total loss of at least a million dollars, knew no bounds to their indignation over the presumed false prophet. Afterwards it was found out that Dr. Falb had only indicated the time of the earth quake (and then it did take place in the East Indies and elsewhere) but had not designated any special locality; all the fault in the matter rested with the Spanish translator of Dr. Falb's original prophesy. He enjoyed, however, two great triumphs by the accurate prediction of the fearful earthquake of Bslluno (Italy) in the summer of 1873, and Of the tremendous eruption of Etnt (Sicily) in August, 1874. At both of these calamities Dr. Falb was personally on the spot, to verify for himself his theory and gain additional con firmation. All his theoretic! views and practical observations er col lected and are given to the world "Thoughts and Hudies of Vulean ism."
