In the Senate on the 11th inst., pending a discussion, on Louisiana affairs: Mr. Sehun said he approached the subject in no party spirit. About to retire to private life, the success of no party would benefit, nor the defeat of any party injure him. lie proceeded to review the scenes of last 3Iouday in the Louisiana legislature, and where was the constitutional warrant, where the law for such proceedings. lie recited the vari us excuses made for military interference in this case, but declared that none of these touched the question. The question was: Where was the law fur these ads? It was his deliberate judgment, conscientiously formed, that the deed done on the 4th of Jauuary in Louisiana constitutes a gross and manifest violation of the constitution and laws an act indicating a spirit iu oar govemmeut which either iguores the constitution aud laws, or so interprets them that they cease to be a safeguard of independent legislation and the rights and liberties of the people, and this spirit shows i'self more alarming still in the instruments the executive has chosen to carry out his will. No American citizen could have read without regret and u prehetisiou the recent dispatch of General Sheridan to the secretary of war, fcuggestmg that a numerous class of ciuzeut should by wholesale be outlawed as banditti by a mere proclamation of the President, to be delivered over to a military commander for summary judgment by a military com mission, lie spoke in the highest terms of admiration of Sheridan's military record, but said he was another illustration of how irreat a man may be as a soldier aud how conspicuously nnable hs npy bo to understand what civil lav and a constitution mean. The question was asked on every hand if such things could be done in Louisiana, how long before they would lie Gone iu oilier states r in the bouse of Datioual representatives. llo commented upon all'airs iu the south, and crticise.d the legis'ation of congress us having had a bad effect on southern partizans, who had come to look upon the 1'resuieut and congress as their natural allies an sworn protectors, bound to sustain them in power by whatever means. 1 J. S. revenue cutter, and shut up a Republican Governor in the custom hoase, guarded by L. fa. soldiers, to keep out another repub lican faction; nay, more, the same Packard, a U. S. marshal, during the last election, managed the Kellogg campaign and also the movemeuts jf the U. S. troops to keep his political opponent from intimidating his political friends, while the department of justice of the United States appeared more like a central bureau lor the regulation cf State elections." Speaking of the coloied people, he faid he would hail the day as a most auspicious one for them when they threw off the scandalous leadership of those adventurers who, taking advantage of their ignorance, made them tools for their rapacity. He declared the people of the South not murderers and banditti. There were bad elements among them, but the national government itself was giviug these bad elements strength they would never otherwise have possessed by constitutional proceedings. Virginia, North Carolina and Georgia, where is uuobstructed, were advancing in prosperity, wnue iu Louisiana and other States in a simi lar political condition there was no Lawlessness of power prosperity. was becoming far more daHgerous than the lawlessness of the mob. he ferrinsr to the lawlessness and intim idation of voters in the South, he con demned everything of the kind, but asserted it was not all on one siae nnd in this connection referred to the discharge of government employees solely for political reasons, and armed that when tne Bationai gov ernment championed intimidation we (1 not be surprised if partisans on sides profited by the example. He advised the people of Louisiana to exercise judgment and moderation, and trust in the justice of their cause n;l vontual v a spirit oi pcaceiui under victory will bury the usurpers the cnubiag load ol patriotic uiuiy nation. He declared the people had lost confidence in the truthfulness of those who parade the bloody stories of outrages, beeause it was often too apparent that they were merely par tisan stage thunder to catch ot:s. He declared the belief that the con servatives fairly carried the election, and were defrauded out of the rpsult by the returning board, and this act has been sustained by United States soldiers. He hoped his niotio'n to instruct the judiciary committee would not result iu a bill for a new election in Louisiana with Sheridan as chief ruler and Packard to conduct the campaign. No measure would avail which did not boldly viudicate the constitutional privileges of the land and preserve to the State the right ef TO INFORM HIS friends and the public generally, thathe has removedhis Bootand Shoe Shop from Main Street to the Depot, where he intends to carry on the busi ness in all its branches, on the most riOXEKK Nnie i 3?atent jSXedicines !no. .
