It naturally presents itselr with the approach of winter. The des'itutiou which prevails dur ing the inclement seasons in all the great cities of the Union, is truly deplorable and, considering tlio wealth of the nation, it would seem unneces sary. According to reports from re liable source there never was a period in the country's history when so mapy men were Sut of employment as at present, and the prospects are consequently gloomy and forbidding. C. railroad and the Coal Co.'s switches, and petitioned the Council to remote the obstructions. The matter was referred to the Com mittee on Streets. Mr. J. Williams, Chief of the Fire De partraeat, asked the Council to render some assistance to purchase uniforms fer the Fire Brigade, and some tools necessary for the efficient equipra. nt of the ' company. ' The Council deemed the application of Mr. Williams a just one; but considered that men, whose properly was in hourly poril in the business part of tbe city, ought to assist liberally in establishing and supporting a well disciplined fire brigade. And the Marshal and the Recorder were infracted to solicit sub soriptioos from merchants and others, to aid Mr. Williams in a work so essential to the general good. The Inspector of Buildings was instructed to enter at once on tbe vigorous discbarge of his duties, and to examine and regulate, with a view to the prevention of fire, chimneys, flues, fire places, store pipes, and the location of ash boxes. F. S. Richards having acted as City Attorney for one year, the Council ex- pressed their satisfaction at bis services, and confidence ia his legal abilities, and resolved to continue him in tbat position ou former terms if he so desired.
